PORT OF THE COMMITTEE Ole <br /> HUMAN SERVICES AND ECONOMIC DEVELOPMENT <br /> DATE: December 19, 2000 Re: Comm.No. 24/Bill No. 11 <br /> PLACE: Council Chambers <br /> TIME: 4:53 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Human Services and Economic Development,to which was referred Communication <br /> No. 24 and attached Bill No. 11,reports as follows: <br /> Bill No. 11,transmitted by Committee on Human Services and Economic Development Chair Nancy <br /> Pisicchio, dated December 7,2000, amends Chapter 2,Article 25,Hawai`i County Code for the purpose <br /> of allowing discretionary site visitations to nonprofit organizations by the Council and its designated staff. <br /> The purpose of Bill No. 11is to streamline the Council's annual evaluation process of applications <br /> submitted by nonprofit organizations to allow for discretionary site visitations by Council Members and <br /> designated staff. <br /> Currently,the Council's Human Services Nonprofit Grant Review Committee, in accordance with the <br /> County Code,reviews applications received by nonprofit organizations seeking County funds. As part of <br /> its review process,the committee conducts site visitations of every organization. <br /> Generally, about 90%of all grant applications are received from former.recipients. So, for many years, <br /> the Review Committee has been visiting the same agencies at the same sites. This practice has become <br /> repetitious for the Committee members and the organization's representatives. <br /> Bill No. 11 will allow the Chair of the appropriate Committee discretion in conducting site visitations.
