Your Committee on Human Services and Economic Development,to which was referred Communication
No. 24 and attached Bill No. 11,reports as follows:
Bill No. 11,transmitted by Committee on Human Services and Economic Development Chair Nancy
Pisicchio, dated December 7,2000, amends Chapter 2,Article 25,Hawai`i County Code for the purpose
of allowing discretionary site visitations to nonprofit organizations by the Council and its designated staff.
The purpose of Bill No. 11is to streamline the Council's annual evaluation process of applications
submitted by nonprofit organizations to allow for discretionary site visitations by Council Members and
designated staff.
Currently,the Council's Human Services Nonprofit Grant Review Committee, in accordance with the
County Code,reviews applications received by nonprofit organizations seeking County funds. As part of
its review process,the committee conducts site visitations of every organization.
Generally, about 90%of all grant applications are received from former.recipients. So, for many years,
the Review Committee has been visiting the same agencies at the same sites. This practice has become
repetitious for the Committee members and the organization's representatives.
Bill No. 11 will allow the Chair of the appropriate Committee discretion in conducting site visitations. In
instances where new organizations are applying, or changes to programs/facilities are made to current
recipients,the Committee may visit the facility in accordance with Section 2-139(a)(3), Hawai`i County
Code.
Members of Your Committee favored the proposed amendments as the opportunity for individual
visitations to the nonprofit organizations are still permissible.
Your Committee on Human Services and Economic Development is in accord with the purpose and intent
of Bill No. 11, and recommends it pass first reading.
