Your Committee on Parks & Environmental Management, to which was referred Communication No. 10, and
attached Btll No 4, reports as follows:
The purpose of Bill No. 4 is to amend Chapter 15, Article 2, Section 15-26 (No pazking on Bayfront) of the
Hawaii County Code to restrict pazking, stopping or standing that shall only be permitted for the loading and
off-loading of canoes and their associated egwpment on the mekai side of Bayfront Highway formerly known
as Route 19, between the drainage channel and Pauaht Street It also restricts parking, stopping or standing that
shall only be permitted for the loading and off-loading of canoes, kayaks, jetskis and similaz craft on the makai
side of the designated bamers, between the drainage channel and the Wai(oa River.
Communication No. 4 is from Juliette Tulang, Director of the Parks and Recreation Department, dated
November 20, 2000, transmitting Bill No 4 for the Council's review and consideration
Your Committee is not In accord with the purpose and intent of Bill No 4, and recommends that Bill No 4 be
filed
