This is to transmit amendments to the Rules of Procedure of the Council of the County of Hawaii
submitted with Resolution 2-00
1. Housekeeping measure to correct name of a committee, Rule No. 7, Standing Committee.

Please change the word "Affairs" in Items 1(c) and 2(c) to "Relations" so that Items 1(c)
and 2(c) read "(c) Committee on Public Works and Intergovernmental Relations."
2 Amendment to Rule 18, Order of Business. page 28. Items 5 & 6:
I would like to recommend a change in the order of business for Item 5 "Statements
from the Public on Items Listed on the Order of Business" and Item 6 "Petitions,
Memorials, Communications, Certdicates of Merit and Ezpresaions of Condolence"
so that Item 6 precedes Item 5 (see attached amended page 28). This is to conform to our
usual practice of announcing any petitions, memorials, communications, certificates of
ment and expressions of condolences prior to taking statements and testimonials from the
public.
3. Housekeeping measure to Rule No. 20. Suspension of Rules, page 30.
Please change the word "subsidy" to "subsidiary" so that Item 2(a) reads "(a) An
incidental motion, and no srbsidiary motion can be applied to it " (See attached
corrected page 30.)
I trust that these changes meet with the Council's approval.

RULE NO. 7
STANDING COMMITTEES
1 There shall be five (5) standing committees as follows:
(a) Committee on Finance
(b) Committee on Planning
(c) Committee on Public Works and Intergovernmental Relations
(d) Committee on Parks and Environmental Management
(e) Committee on Human Services and Economic Development
The chairs and vice chairs of each committee shall be determined by resolution.
2 The scope and responsrbilrties of the standing committees shall include, but
not be limited to, the following
(a) Committee on Finance:
(1) Matters related to auditing, budget, capital improvement projects,
improvement districts, lease agreements, appropnations, general
oblrgatron and revenue bonds, taxes, intergovernmental revenues,
licenses, fees, liquor control, animal control, data systems, police and
fire protection, personnel transacUOns, and civil defense.
(2) Matters related to the establrshment of the annual county operating
and capital budgets, mcludrng the setting of real property tax rates.
(b) Committee on Plamun¢:
(1) Matters related to public lands, general plan, community development
plans, subdrvision control, zoning, land use, infrastructure
requirements, coastal zone management, forestry, historic sites and
trails, cultural resources, water and water development, street names
and public access.
(c) Committee on Public Works and Intergovernmental Relations:
(1) Matters related to management of public facilities, building, fire,
plumbing and related codes, dedication deeds, street and other public
unprovement dedications, easements, cemeteries, }ughways, flood and

RULE N0.20
SUSPENSION OF RULES
1. When the council or committee proposes to do something that it cannot do without
violating one or more of these rules, rt can adopt a motion to Suspend The Rules interfering with the
proposed action, provided, however, that neither the proposal nor the suspension shall result in a
conflict with any constitutional provision, local, state, or national law or the fundamental principles
of parliamentary law.
2. A motion to Suspend The Rules is:
(a) An incidental motion, and no subsidiary motion can be applied to it
(b) Out of order when another has the floor.
(c) Not debatable or amendable
3. Such a motion requires atwo-thirds vote of the entire membership, unless otherwise
provided, and cannot be reconsidered
