RESOLUTION NO. ~ 9 O1
RESOLliTION AUTHORIZING THE COUNTY OF HAV?AI'I TO ENTER INTO AN
AGREEMENT W[TH THE STATE OF HAWAII FY 1999 STATE DOMESTIC EQUIPMENT
PROGRAM GRANT FUNDS
WHEREAS, federal funds have been appropnated for mrt~gatmg the consequences of a
weapons of mass destruction threat to the State of Haw•a~`~, and
WHEREAS, the State of Haw•ai`t has received approval from the Department of Justice
through the Office of State and Local Preparedness Support for the release of State Domestis
Equipment Program grant funds, and
~b'HEREAS, the Department of Defense, Civil Defense Division (State Civil Defense), is
designated as the recipient of the total allocated grant funds, and
WHEREAS, Hawat`t County is designated as the final rec~pien[ of S120,OOQ and
WHEREAS, funds provided ma}• be used only for the follow•mg purposes
1 Purchase of personal protective egwpment
2 Purchase of chemwal, biologisal, and radtologisal detection equipment
3 Purchase of decontamination egwpment
4 Purchase of communisations egwpment that e~rhances the capab~hties of State and
County first responders
WHEREAS, as a result of the State's acceptance of the grant funds, the County must
partis~pate m a statewide Needs Assessment which will assess regmrements for egwpment, firs[
responder training, and other resources involved m a weapons of mass destruction response and a
Three-Year Strategic Plan whish will provide a gwde for targeting future grant funding, for
developing first responder training programs, and identifying other critical weapons of mass
destruction resources for the three-yeaz period.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that the County of Hawaii through, its Hawal`i County Civil Defense Agency, is
authorized to enter into an agreement with State Civil Defense for the purposes described above.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawal`i is authorized to
sign any agreement and related documents necessary pursuant to the Hawaii County Charter.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawal`i shall transmit
copies of this resolution to the Office of the Mayor, State of Hawaii Depaztment of Defense,
OfFce of the Director of Civil Defense, and the Hawaii County Civil Defense Agency.
