RE Appointment ofCouncilman J Curtis Tyler, iii as Hawaii County HSAC
Representative and Councilman Gary Safank as Hawat`i County HSAC
Altemanve Representative; Recommendation to the NACo President
that Councilman Tyler be appointed to a vacancy on the Boazd of Directors
of the National Association of Counties (NACo)
I am wnttng to request that the Hawaii County Council appoint Councilman J Curtis
Tyler, III as ow county's represennng officer to the Hawaii State Association of Counties
(HSAC) and transmit our Council's recommendation to the NACo President that Mr
Tyler be appointed to a present vacancy on the Boazd of Directors of the National
Association of Counties (NACo) Additionally, I am recommending that Councilman
Gary Safank be appointed to serve as the HSAC alternate for Hawaii County. I have
spoken to Mr Tyler and Mr. Safank and both gentlemen have agreed to serve in these
capacities Pursuant to the bylaws of HSAC, each Council, pnor to Apnl 15, is required
to appoint one of its members to serve as an officer of HSAC for the term beginning July
1 Each Council shall also appoint an alternate
Given the present vacancy, I request that the Council take up consideration of Mr.
Safank's interest and motivated candidacy to serve in the capacity of alternate HSAC
representative at its next meeting To expedite filling of tlvs vacancy, Public Works and
Intergovernmental Relations Committee Chair Leningrad Elanonoff has requested that
this matter be waived to the full Council for immediate action

Executive Committee that Councilman Tyler be appointed to a vacancy on the
Board of Directors of the National Association of Counties (NACo)
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this wntten request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works end Intergovernmental Relations to the full
Council for immediate action. In reviewing this matter, lonely approval is crucial. It is therefore
advantageous that approval is granted end the matter placed onto the next Council agenda for
rernew. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Public Works and Intergovernmental Relations for
placement on its future agenda
