A RESOLUTION TO SUPPORT AND ENCOURAGE PROJECT KEALAKEHE
AHUPUA'A 2020, A GRASSROOTS ORGANIZATION WORKING TO RESOLVE
SOCIAL .4ND ENVIRONMENTAL CONCERNS IN THE KEALAKEHE AHUPL"A' A
Ii` THE NORTH KONA DISTRICT
11'HEREAS, the Kealakehe Commmuri~ bVatch Association has identified several soaal
and em•imnmental concerns, such as, but not limited to a) youth safety to and from
school, b) absence of yuahty recreational actn•ities far youth, and c) absence of parks,
playgrounds, and recreational center for youth and families, and
bVHEREAS, in February 2000, Kealakehe Community Watch Assoaahon sought
technical assistance trom the Kona Soil and Water Conservation District (KS1ti'CD) for a
master plan to facilitate collaboration and partnerships between community members
of the Ahupua a and counh~, state, federal agenaes and private and nonprotit sectors to
address these concerns and work towards implementing solutions, and
61;'HEREAS, on April 26-27, 2000 KSbVCD responded with technical assistance by
sponsoring a conference for the purpose of establishing a master plan for the Kealakehe
Ahupua a and arranging for professional facilitators-Steve Yaddot of U S Department
of Agriculture, Forest Service and Rich Baden, Executive Director of Spokane County,
Washington S~VCD-to lead commmuty members to discuss a) what they valued in~
creating a strong, healthc, safe, and cohesn•e conununiri~, and b) what their ideas were
to bring about this planned communih ~+•ithin the Ahupua a, and
b1'HEREAS, the conference idenhtied tour concerns and established protect committees
to address each concern, as tollov,•s
1) "y1'ai Lepo" (Dirh• 61'ater) design and establish a wetland bird sanctuan•
from reclaimed water produced by the local treatment plant, and use the
reclaimed water as a source to irrigate parks, trails, and urban forests in the
surrounding area,
2) "Pu u Opala" (Abandoned Landfill) mine and recycle the smoldering
capped Kailua Landfill and utilize its byproduct of rich compost materials to
establish parks, trails, and urban forests,
3) "Malama Ika Ama" (Protection and Conservation of the Land) gam access to
a paved easement that will link neighborhoods and schools, and convert the
easement into a pathwa~• for non-motorized use entering an urban native
forest containing mterpretwe signs and trails, under the leadership of Peoples
Advocacy for Trails Hawaii (PATH) and the Tropical Reforestation and
Ecosystems Education Center, '
-1) "Na Opio Alaka~" (Tomorrow's Leaders) establish a youth center where
youth can be nourished m mind, sp~r~t, and health for generations of leaders,
and
WHEREAS, as a result of the conference KSbVCD recogmzed and accepted the
Kealakehe Ahupua'a 2020 as a Cooperator which provides benebts such as a) grant
wntulg assistance and subm~ss~on of grants under the name of Resource Conservation
and Development, and b) technical assistance from Natural Resources and
Qmservat~on Service, and
WHEREAS, as a result of the conference the \ational Assoaation of Conservation
D~stnct (NACD) recogmzed and acknowledged Kealakehe Ahupua a 2020 as a model
to follow ~n orgamzmg and mrnrporating grassroots methods to implement solutions
by ~m•olymg all levels of the government, rnmmumt~•, pnyate sector trom state and
nation-wale, and
WHEREAS, NACD ~m•ited Kealakehe Ahupua'a 2020 to attend its annual conference ~n
Texas on February 3-8, 2001 for the purpose of presenting its grassroots model to begin
the process for each amservatwn d~stnct to studs and determine the model's
apphcab~hty to its own district, and
WHEREAS the m~tiatwes undertaken by Kealakehe Ahupua'a 2020 are consistent with
Hawau Counh~ Council Resolutwn No ~ 97-1H8 adopted on December 3, 1997 m
support of development and implementation of public pohaes and planning strategies
which promote sustamabtlity throughout the Counh• and State of Hawau, and
WHEREAS the efforts of Kealakehe Ahupupa'a 2020 reflect working "smart growth"
pnnaples adopted by the National Assoaation of Counties (NACD) Board of Directors
and membership m its "Statement of Values" for sustainable communities on Juh~ 15,

NO61', THEREFORE, BE [T RESOLVED by the Counal of the County of Hawa~ i that
the Counal supports and encourages the establishment of Protect Kealakehe Ahupa a
2020 m the North Kona District and the 'y1odel for Commumt_y Action that it
exemplaties
BE IT RESOLVED that the Council extends its congratulations and gratitude to the
leadership of the Kealakehe Community Watch Association for its efforts to identify
and marshal local resources to create Kealakehe Ahupua'a 2020 and to build a strong,
healthy, and cohesive community to benefit our youth of the next generation so they
may continue as the next leaders.
BE IT FURTHER RESOLVED that the Council extends its congratulations and gratitude,
for the timely and expert assistance provided by the Kona Soil and Water Conservation
District, to Mr. Steve Yaddof of U.S. Department of Agriculture Forest Service, and to
Mr. Rich Baden of Spokane County Soil and Water Conservation District.
