Because the Funds are established pursuant to Sections 21-45 and 21-46, Hawaii County Code, monies would be set aside in (1) the Sewer Connection Reserve Fund for the purpose of payment of guaranteed loans in default, "which shall at all times be not less than fifteen percent of the total amount of loans guaranteed "and (2) in the Sewer Loan Fund in which anon-qualifying applicant executes an agreement giving the County a lien on the property, the County contracts to connect the applicant's premises with the sewer line and negotiates a loan repayment. Accordingly, we propose an amendment to Bill 55, Draft 3, placing $50,000 into the Sewer Cmmection Reserve Fund and $150,000 into the Sewer Loan Fund. It is recognized that future legislation is needed to expand the Sewer Connection Program to the new service areas and to clarify the loan process. However, we feel there also needs to be real answers for this persistent dilemma.
