Re Resolution Authonztng the Appropriation and Use of Prior Year Funds Resulting
from the Cancellation of a Contract.

Attached you will find the above-referenced resolution to which I am requesting that it be
waived from your Committee up to Full Council. The contract for this project is in place
to be sent out for bid pending approval of this resolution. Deadline for Council agenda if
Januazy 24'", for the February 5, 2001 meeting.

RE: Resolution to Reuse Funds for Hamakua Roads
The referenced Resolution is transmitted for Council consideration The funds were
originally encumbered for use by our Highways Division to re-pave Holualoa Road
The Division's response to flood damage and other priorities have hampered its
ability to proceed with this project We are, therefore, unencumbenng the funds to
make them available. We intend to use the funds, along with additional funds, to
contract for re-paving of the road
Councilman Yagong has indicated that he wishes to introduce this resolution

funds resulting from the cancellation of a contract.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this wntten request rs submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placod onto the next Council agenda for review. However, In the event tlvs request Is
denied, for whatever reason, l understand the matter shall be referred to the Commrttce on
Finance for placement on its future agenda.
