Box 26 • Kailua-Kona.'?{}rjai~88i45 •qeo&) 39.295, i gax: 329-6>2, December 4, 2000 To -Chairman James Arakakl and all uncll Members From -Ginger Towle Subject -Appointment of Commie Kiri Ms. Kiriu's current handling of the Ani al control issue is not up to her past professional standard of operation. Nancy Pisicchio has diligently sought t have a complete program review of Hawatl Island Humane Society as ma ated by the County Charter. For whatever reasons Ms. Kiriu has refuse .That is her job. It has been ignored and the community is suffering becau the problems are being ignored. Mountains of complaints, that are doc mented, have been brushed aside. I have written in to the Finance committ a and the Mayor several lists of questions to ask to do a review. The lists coupled with the communities complaints would give anyone the tool they need for a fairly complete review. Her reference to the Honolulu Corpora ion Counsel in regards to our Vicious Dog law is pointless. They have a right tot eir opinion. I have talked to an attorney with the Attorney General's office, Lan Goto. He told me If an opinion is needed contact him. Incidentally Maul has a really strict Vicious Dog taw and program and they are the agency we s Quid be looking to for assistance For Ms. Klrlu, without any animal contr ! or animal welfare background to confer with Grayson Hashida, who means well but doesn~ have a clue, even after almost a year on the job, to look for an wens to the problems or formulate a program is ludicrous. The enforcemen of the straying law, which is very clear and easy to understand, would solve m st of our problems. The Animal Control Is more than just ci tions, even if doing a mini report. The community's needs have not been met nd their complaints and concerns swept under the rug. With a new administrat n perhaps someone will now listen!! Gomm. No. File No. Ref. To: Ref. Date_~ ~ 4 ~
