SUBJECT: PERMIT PROCEDURE FOR THE INSTALLATION OF PRIVATE
WATERLINES WITHIN COUNTY STREETS
The County of Hawaii does not have a workable permit procedure for the installation of private
consumer waterlines within County right-of--ways This has resulted in unregulated, unauthonzed and
illegal use of County property violating Chapter 2 of the Hawaii County Code The Department has been
)ssuing 180 day conditional permits However, the short duration is unworkable as nearly 100% of the
conditional permits issued have now expired and no one has renewed their permit
To resolve this situation, we aze proposing the enclosed draft permit The County Council under Chapter
2, Section 2-119, will, by resolution, direct the Cluef Engineer to issue the penn)t.
