I have many questions, as yet unanswered. I a`sk you, as my County Council Representative to ask these questions and obtain the answers for me, as "public Record". My intention is to work cooperatively with the people to develop a "Community Based" Public Transportation System which truly meets the needs of residents, as well as visitors coming to Hawaii. Zn order to do this effectively, We the People must have complete and open access to all information regarding sources of funding and expenditures of Public monies. First of all, we require IMMEDIATE and SUFFICIENT funding to be utilized for a RFP to develop a workable plan for a "grassroots" - "Coordinated Public transportation System". During the 1997 Fiscal Year while we are in the process of holding Public Meetings to build consensus, establish priorities, do any needed research relating to the specialized needs of this population...the involvement and cooperative support of all parties is essential! In addition to receiving sufficient funding for the RFP to develop this plan - less than $50,000 total for all aspects of planning is really a very small amount!... We also need to keep at least basic service running all over the island... and really, we need to add more runs: 1. Waikoloa and North Kohala both directions to Kailua-Kona. 2. A morning run from Matsuyama's and Kealakehehe to Kailua and south to Captain Cook timed for Konawaena students and people going to work, shopping and social services and then back into town for Common work shifts- as well as late afternoon service! (Service into Kailua-Kona consists of only one bus, leaving Captain Cook at 6 a.m. and arriving at Lanihau Center in Kailua at 6:45 a.m. and only one bus from Kailua-xona departing 4:zs- p.m. southbound to Captain Cook arriving there at about 5:15 p.m. This fails to serve the basic needs of people to get to work and basic services. Service is geared to "feed into" Hilo and to serve East Hawaii more fully.)
