Abhel I write again to express my opposRlon to the proDwed
Intersecton at the Pahoa y-Pass It Is Incraasinghr and abunden~ly okiar that
the Shipman Estate le attempting to amass aN possible politest clout to ram
through and obtsin monopoly retailing and commercial control
1 oppaee the intersection, as k will greatly reduce the efibctivenesa of
the Pahoa 8y-Peas Road The entire region la growing end there w(II one day be
ustificatbn m InstaN a Hllo-to-Pehoa Ovsrpa:e to speed traffic, reroute Pahoa-1o-
~olcano kafie, and completely ellminate the currant stopllpM. Volcano Highway
11 fs the primary NrnMed access highway from Hilo to Kona and the intersection
requested by the 3hlpman Estate will sbw that traffic tool
The Shipman Estate already has two authorized Intersections et the
entrance 6o Shipman Industrial Area and at Shipman Park. They own end control
the entire Brea and there's no slgnblcant reason Drat they can not construct s
frontage road mauke and parolbl to Vok~no H1'ghwey 19. This will plus all of
theft lands mauka of Volcano Highway reasonable sccess for development.
I've written extensively and sent copies to the 3hlpmen Estate end the
State Highway Divfsbn. Both the Highway Division and Shipman Estate have
stated ihat h will be "only a small inconvenience' I totally disagree. No matter
what they propose, the entire rogfon will continue to dsvebp end the best way to
have the leas
