i feel that this is not at all pradkal. I am a dog lover and have two
doffs. I favor dog parks and special areas for the community to walk
their dogs. I do not believe opening up all our beaches snd perks is the
answer. If there was one beach or park where dogs had m be leashed
and it was designated as such that would be acceptable. The public
gdng >A that area would be forewarned. Even then I stlll do not feel
adequate monitoring by officers would be possible.
It is not fair or really safe for the families who go for a picnk, especially
with small children, and for the tourists who come on vacations to be
confronted by running dogs. Yes, they would be running loose! The
term "responsible dog owners" has a lovely ring t0 It and we do have a
few here, on the big Island, unforbxlately they are vastly outnumbered
by the other kind. The majority of dog owners here dont go out with
leashes for their dogs. One or more dogs lump in the back of a pick up
truck and off they go....i
There are not enough offlars, whether there are from the pdice, the
humane society or State to monitor all the parks and beaches on this
island and handle all the problems that would surely result from such
an open policy. I have been In animal welfare for 23 years and have
also been an animal control ofNar so I am quite aware of the existmg
problems of loose dogs everywhere on the big Island and I dont feel
we need to compound the problem further by such legislation. Too
many dog owners do not obey the laws we have nowt Our tax ddlars
can be better spent elsewhere.
