The old contract was more expl it regarding enforcement of the
laws. However, the refusal by t, a legislative auditor's office to do a
„+welm D~:° complete performance review p~ecludes past history from being
loe Be>noldr reviewed and Just looking at th current situation. In other words,
even If Hawaii Island Humane 5 ciety didn't enforce the law for
AUVISUAY vnd many years, past history doesn .matter. They still are given the
FIOfiORARY DOARD contract regardless. I guess Ch rter requirements do not matter!

Over a year ago I gave the Fini~nce Department a long list of things
to look for if evaluating an animal control program. This was
covering all aspects of their jobs You really don't need an MBA
from Stanford to do the fob, ~u~t common sense!

Last May Adam Langford gave the Mayor a proposal from the
Humane Society of the United Sitates to do a review. What
happened Nothing as usual!!! ;The Finance Department is the
County department responsible for overseeing this contract.
They get quarterly reports?
