WHEREAS, the Specru! S'hrrlt acknowledged that the Ottice of the Legtslatne Auditor' is not cgwpped
w tih the technical knowledge or anunal expertise necessary to conduct an eyaluauon of amoral shelter
operauons and tactlntes and its management and admuusuauon' .and

with expertise m the field oti animal Benue assessment to evaluate the pertionnance o{ the HawaYt Island
Humane Soctety (HIHS)" and
WHEREAS, the Counctl is also desirous of procunng a contractor that would evaluate the anunal control
program of the County of Hawaii of which the Hawaii Island Humane Souety is an integral part, and

authonzes the expenditure of up to 513 000 from the Council•Clerk's Miscellaneous Contractual Services

~onirol program of the C ounty of Hawaii, [o include a technical pertonnance review of the senrces
shelter operations and administration of the C oun[y's present contractor, the Hawar'i Island Humane

BE [T FURTHER RESOLVED that the Council authonzes the Legislative Auditor and the Department of
Finance to immediately proceed wrth the procurement of an independent contractor to perform an
evaluation m accordance wrth the provisions and specdications outlined m the attached Exhibit A,

BE IT FLRTHER RESOLVE D that [he Legrslatne Auditor is requested to sere as liaison and facilitator
behceen the Council and the contractor throughout the evaluation pmces~
BE IT FURTHER RESO[.VLD that the Department of Finance, Police Deparment Corporation Counsel,
Prosecuting Attomey, and the HawaYi Island Humane Socie[y are requested to lend their full cooperation
and assistance to the contractor dunn, the authorized evaluation
BE IT FURTHER RESOLVE D that [he Clerk of the Coun[y of Hawai i trammit copies ofthis resolution
