Your Committee on Public Works and Intergovernmental Relations,to which was referred
Communication No. 81 and attached Bill No. 23, reports as follows:
The purpose of Bill No. 23 is to amend Chapter 24 of the Hawaii County Code 1983 (1995 Edition),
relating to Vehicles and Traffic by adding a passenger-loading zone along the mauka side of Kapiolani
Street, from a point forty-nine feet Puna of the Veterans Cemetery Access Road and extending one
hundred ninety-six feet in the Puna direction from 7:15 a.m. to 8:00 a.m. and from 2:30 p.m.to 3:30 p.m.
on school days.
Communication No. 81 is from the Department of Public Works Deputy Director Jiro Sumada, dated
January 17, 2001,transmitting Bill No. 23 for the Council's review and consideration. Mr. Sumada states
that Mr. Alan Lipps, Principal of Mauna Loa School, requested the passenger-loading zone. Mr. Sumada
also states that both the Department of Public Works and Mauna Loa School agree that this zone will
improve the overall safety for students and motorists on school days.
Committee Chair Elarionoff also noted for the record that his committee staff contacted the Police
Department's Traffic Services Division regarding Bill No. 23. The Traffic Services Division had no
objections to this amendment. During discussion, Council Member Tyler suggested that the Department
of Public Works contact the Council Member representing this area for comment.
Your Committee is in accord with the purpose and intent of Bill No. 23, and recommends that it pass first
reading.
