Your Committee on Finance, to which was referred Bill No. 15, reports as follows:
Bill No. 15, transmitted jointly with Resolution No. 19-01 by Director of Finance William
Takaba, via Communication No. 53, dated January 4, 2001, amends Ordinance No. 00-63, as
amended, the Operating Budget, ending June 30, 2001. The amendment is as follows:

Program
These funds may be used only for purchase of personal protective equipment,purchase of
chemical, biological, and radiological detection equipment,purchase of decontamination
equipment, and purchase of communications equipment that enhances the capabilities of State
and County first responders. Also the County must participate in a statewide Needs Assessment
which will assess requirements for equipment, first responder training, and other resources
involved in a weapons of mass destruction response and a Three-Year Strategic Plan which will
provide a guide for targeting future grant funding.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 15 and
recommends it pass first reading.
