Your Committee on Finance, to which was referred Resolution No. 19-01, reports as follows:
Resolution No. 19-01, transmitted jointly with Bill No. 15 by Director of Finance William
Takaba, via Communication No. 53, dated January 4, 2001, authorizes the County of Hawai`i to
enter into an agreement with the State of Hawai`i FY 1999 State Domestic Equipment Program
grant.
The Department of Justice through the Office of State and Local Preparedness Support has
authorized funding to mitigating the consequences of a weapons of mass destruction threat to the
State of Hawai`i.
Pursuant to Section 46-7, Hawai`i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 19-01
and recommends its adoption.
