Your Committee on Finance, to which was referred Resolution No. 22-01, reports as follows:
Resolution No. 22-01, transmitted by Director of Finance William Takaba, via
Communication No. 56, dated January 2, 2001, creates a new position for the Office of the
Prosecuting Attorney. This will be a federally funded Clerk II position under the Victims of
Crime Acct (VOCA) grant.
Pursuant to Article V, Section 5-1.3(c), Hawai`i County Charter,the Mayor has the power to
"create positions...for which appropriations have been made by the council...."
Your Committee, during its discussion of Resolution No. 22-01, made the following amendment:
Changed the forth Whereas clause to read "WHEREAS, [by creating] a clerk position[,] will
alleviate...."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 22-01, as
amended to Draft 2, and recommends its adoption.
