Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance,to which was referred Resolution No. 25-01, reports as follows: Resolution No.25-01, transmitted by Mayor Harry Kim, via Communication No.68, dated January 12, 2001, commits to funding the cost items awarded to the Hawai`i Fire Fighters Association (HFFA) by arbitration, affecting Fire Fighters in Bargaining Unit 11 for the contract period July 1, 1999 through June 30, 2003. The estimated cost to the County of Hawai`i for negotiated cost items including adjustment to wages, overtime and meal allowances will be $3,182,095. Additional adjustments such as employer's contribution to the Employee Retirement System, vacation, holiday, and sick leave reparations will increase the total cost to $4,115,804. The operating budget for Fiscal Year 2002 and Fiscal Year 2003 will include a provision for these adjustments. Pursuant to Section 89-11(d) of the Hawai`i Revised Statutes relating to collective bargaining, the employer must submit all cost items resulting from binding arbitration within ten days after the date on which the agreement is entered into the appropriate legislative bodies. Some members of Your Committee expressed budgetary concerns as to how the county will finance the added cost without raising taxes. For informational purposes, Mr. Tyler voted kanalua then no.
