Your Committee on Finance,to which was referred Communication No. 71, reports as follows:
Communication No. 71, transmitted by Mayor Harry Kim, dated January 15, 2001, appoints
Mayor Harry Kim as the State Deputy Director of Civil Defense for the County of Hawaii.
Pursuant to Section 128-3(d), Hawai`i Revised Statutes, the State Director of Civil Defense, with
the approval of the Council, shall appoint a State Deputy Director of Civil Defense to the head of
all local organizations for civil defense for the County.
Historically, it has been State policy to appoint the senior elected official of each County, since
that position entails the ultimate responsibility for all county action and decision rendered under
emergency or disaster situation.
Your Committee on Finance is in accord with Communication No. 71 and recommends its
approval.
