Your Committee on Finance, to which was referred Resolution No. 28-01, reports as follows:
Resolution No. 28-01, transmitted by Director of Finance William T. Takaba, via
Communication No. 78, dated January 23, 2001, creates a Director Position and a Private
Secretary Position for the Department of Environmental Management.
An amendment to the Hawai`i County Charter was approved by a majority of Big Island's voters
on November 7, 2000, to establish a Department of Environmental Management.
Pursuant to Section 11-156 Hawai`i Revised Statutes, the County Clerk has certified that the
proposed amendment was approved by a majority of the voters voting upon said amendment.
Pursuant to Article V, Section 5-1.3(c), Hawai`i County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...."
Also, said Resolution authorizes funds to be transferred from the Sewer Fund to the Department
of Environmental Management Regular Salaries and Wages account 010-671-5671.01.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 28-01
and recommends its adoption.
