Your Committee on Finance, to which was referred Resolution No. 33-01, reports as follows:
Resolution No. 33-01,transmitted by Director of Finance William T. Takaba, via
Communication No. 86, dated January 24, 2001, creates a Personnel Program Specialist position
for the Department of Civil Service.
An amendment to the Hawai`i County Charter was approved by a majority of Big Islands voters
on November 7, 2000, to repeal Section 5-6.2 Safety Coordinator and to include the employee
safety and workers' compensation programs under the duties of the Director of Civil Service.
Therefore, the new Personnel Program Specialist will serve as the division head of the new.
Health and Safety Division.
Pursuant to Article V, Section 5-1.3(c), Hawai`i County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...."
Funds are available in the County of Hawai`i Department of civil Service, Regular Salaries and
Wages account (010-151-5151.01-011).
Some members of Your Committee had concerns whether the intent of the Hawai`i Charter
Commission was to replace the Safety Coordinator's position or delete it.
A motion to approve was made and seconded followed by a vote by the six members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.
Your Committee on Finance forwards Resolution No. 33-01 to Council with a negative
recommendation.
