Your Committee on Finance, to which was referred Resolution No. 23-01, reports as follows:
Resolution No. 23.01, transmitted by Director of Finance William Takaba, via Communication No. 57, dated
January 10, 2001, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a
multi-year lease of Real Property.
The Fire Department EMS unit wishes to enter into a two-year lease contract for a house and lot at 95-113 Niu
Street,Na'alehu Hawaii. Their current rental will no longer be available and is being sold. Funds will be
budgeted in future fiscal years to cover the anticipated cost.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of
funds from the appropriations of a later fiscal year must be approved by resolution.
Originally heard on January 23, 2001, this measure was deferred, at the Fire Departments request, in order to
find a new location at the request of the community.
Your Committee, during its discussion of Resolution No. 23-01, approved the following amendments:
1) Amending the 2nd Whereas clause as follows: "... house and lot at [95-113 Niu Street] 95-5649
Mamalahoa Highway,Na'alehu, Hawai`i..."
2) Amending the 3rd Whereas clause as follows: "... the cost of[$650.00] $1,041.67 a month; and."
3) Amending the 4th Whereas clause as follows: "... lease with [Mr. Steve Johnston] Mr. John
Katchmar, owner for two (2) years starting March 1, 2001, and ending on [February 28, 2003]
March 1, 2003..
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 23-01, as amended to
Draft 2, and recommends its adoption.
