I am venting this letter to your and your colleagues as a 12 year tenant of the Keaau
Town Center and as a resident of the Puna Distract for the past 24 years Please be advised that
I am not anti-development but I find the location of the Gateway Shopping Center as another
example of poor planning and back room politics as usual The bypass road was planned to
alleviate the growing traffic congestion for lower Puna residents traveling into Hilo By placing
the Gateway Shopping center at the maJor intersection of the bypass ,you are adding to the
congestion and compromising the intent of the by-pass The population of Puna certainly doesn't
benefit from tlvs planning
I suggest that you consider relocating the Gateway Shopping Center adjacent to the
Shipman Park or m the town of Keaau itself Why not make Keaau Town a commercial center
and have all the business activity centralized It certainly benefits the existing businesses that are
now part of the old town of Keaau By splitting Keaau Town into stop malls you are only
perpetuating what has ocurred in Hilo for the past twenty years with the demise of the Old Town

thank you for your time and consideration
