RESOLUTION NO. 58 U1
RESOLUTION CREATING FIVE (5) POLICE RADIO DISPATCHER I POSITIONS
FOR THE POLICE DEPARTMENT
WHEREAS, the Computer Aided Dispatch system installed in Police's Communications
Dispatch Section regwres that seven (7) workstations be manned 24 hours a day, seven (7) days a
week with a minimum of 35 positions needed to provide the necessary staffing, and
WHEREAS, there are only 30 positions allocated, and
WHEREAS, many dispatchers regularly are needed to work 12-hour shifts and work overtime
on at least one of their days off, and
WHEREAS, the Communications Dispatch Section has had to expend an inordinate amount
on overtime, and
WHEREAS, the shortage situation has led to workers fatigue and fob stress, and a cnsis
situation, that if not corrected soon, wdl cause a tremendous strain on the department's operations
and a potential officer and public safety concern, and
WHEREAS, creation of these police radio dispatcher positions will relieve the manpower
shortage and reduce the overtime expense, and
WHEREAS, Article V, Section 5-1 3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions for which appropriations have been made by the council "
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that five (5) Police Radio Dispatcher I, SR-14 positions be created
BE IT FURTHER RESOLVED that there are sufficient funds in the County of Hawaii Police
Department, Administrative Division, Regular Salaries and Wages account 010-201-5203.01-011.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Police,
Finance and Civil Service Departments.
