Re. Operating Budget
The State of Hawai'1 has authonzed funding for enforcing underage drinking laws and the hiring
of a coordinator for these programs Hawaii County, in tum, has been awarded $149,000 per
annum for this two-year agreement
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this amount
to the Protect PAU
Also enclosed is a resolution to authonze the Mayor to enter into an agreement with the
Department of Human Services, Office of Youth Services, State of Hawaii for enforcing
underage dnnking laws

A. REQUEST: To create an account entitled "Project PAU" for S ?µq loea under object

To enter into a negotiated agreement for services with the Department of Human
Services, Office of Youth Services, State of Hawaii for enforcing underage drinking
laws.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
The Department of Human Services, Office of Youth Services, of the State of Hawaii has authorized
funding for enforcing underage drinking laws and the hiring of a coordinator for programs for the
County of Hawaii, which shall be under the supervision of the Department of Liquor Control.
The funds are being provided by the Department of Human Services, Office of Youth Services, and
derived from grants provided by the federal government.

The duration of the grant is for two years effective 9etober 1, 200 to September 30, 2002.

I. PROJECT STRATEGY
(Exhibit A, Enforcing Underage Drinking Laws Strategic Plan)
The project strategy will inchrde the development of two broad based community
coalitions, representing East a~ West Hawaii, youth coalitions, enforcement activities,
educatioa/p~revention program and public policy/advocacy activities to reduce underage
access to liquors.
II. GRANT INFORMATION
Funds: ~ 149,000 per annum
Term: 2 years, effective April 1, 2001 to March 30, 2003
III. HAWAII COUNTY PROJECT PAU ADVISORY COUNCIL

The Advisory Council is responsible for:
1. The development of activities to be performed
2. To develop a strategic plan with community coalitions
(Exhibit C; Coalition Members)
3. Determine awarding of independent contract for the Coordinator position
IV. COORDINATOR
The grant specifies that the Coordinator's primary duties shall be to initiate a~
coordi~te comnrunity special projects in East and West Hawaii, be responsible for
reporting requirements of the grant and to monitor and record program activities of the
Iaw enforcement agencies.
'The Advisory Council may elect to enter into a contract for two half time positions or a
full time position.
V. DEPARTMENT OF LIQUOR CONTROL
The department has consented to administer this grant and shall be responsible to provide
oversight, technical assistance, support and monitoring of the grant specifications a~ to
provide office space and supplies for the Coordinator.

VI. PARTICIPATING AGENCIES/PRfX'rRAM ACTIVITIES

Conduct enforcement e~ education activities in liquor licensed establishments which
consisting of educational compliance checks, stings, merchant education Participate in
community special projects as determined by the Coordinator and the Advisory Council,
including education of youths, moths advocacy, legislation.

Conduct enforcement and special programs which may consist of sweeps, roadblocks,
Youth programs (i.e. Project Wake-up, Impact), compliance checks . Participate in
wmmunity special projects as determined by the Coordmator and the Advisory Council
including education of youths, media advocacy, legislation
c. Department of Land s~ Natural Resources
Conduct entor+cement a~ special programs which may consist of sweeps, roadblocks,
marine enforoement, youth programs. Participate m community special projxts as
determined by the Coordinator and the Advisory Council including education of youths,
media advocacy, legislation
