Arakaki, Chair and Members Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 On March 23, 2000, the Office of Housing and Community Development introduced the Workforce Investment Act (WIA) Program to Council Members in a workshop held in the Council Room immediately following adjournment of the Housing Agency meeting. Members were informed that the County of Hawaii, through the OHCD, was the grant recipient of $4,066,153 in WIA federal funds via the State of Hawaii. Members were also informed that additional funds left over from the JTPA (Jobe Training Partnership Act) Program could be available at a future date, for transition into the newly created WIA Program. On February 20, 2001, our office received notice from the State Department of Labor ~ Industrial Relations that effective July 1, 2000, $517,598.51 of JTPA Program close-out funds were available for carry-over into respective WIA programs (i.e. Adult, Youth, Dislocated Worker, and Incentive Grant). By this letter, we are transmitting an attached Bill to amend the current budget to reflect the aforementioned changes. We respectfully request this matter be waived to the March 9, 2001 Council meeting in order to secure for timely plan modifications and approvals by the State prior to the release of funds by fiscal year end.
