On March 23, 2000, the Office of Housing and Community Development
introduced the Workforce Investment Act (WIA) Program to Council
Members in a workshop held in the Council Room immediately following
adjournment of the Housing Agency meeting. Members were informed that
the County of Hawaii, through the OHCD, was the grant recipient of
$4,066,153 in WIA federal funds via the State of Hawaii. Members were
also informed that additional funds left over from the JTPA (Jobe
Training Partnership Act) Program could be available at a future date,
for transition into the newly created WIA Program.
On February 20, 2001, our office received notice from the State
Department of Labor ~ Industrial Relations that effective
July 1, 2000, $517,598.51 of JTPA Program close-out funds were
available for carry-over into respective WIA programs (i.e. Adult,
Youth, Dislocated Worker, and Incentive Grant).
By this letter, we are transmitting an attached Bill to amend the
current budget to reflect the aforementioned changes. We respectfully
request this matter be waived to the March 9, 2001 Council meeting in
order to secure for timely plan modifications and approvals by the
State prior to the release of funds by fiscal year end.

RE Ordinance Bill No. 37 , Commumcation No 135 A Bill for an
Ordinance amending Ordinance 00-63, as amended, toe Operating Budget
for the County of Hawaii for the Fiscal Year ending June 30, 2001.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this wntten request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event ties request is
denied, for whatever reason, i understand the matter shall be referred to the Committee on
Finance for placement on its future agenda
