Activities such as coordinated Elderly Program, Youth Tom Mizuno Pua xekaalike Programs, ROTC Student Training, Activities for the handicap, underpriveledged, and Kiyoshi Harnakawa low income participants, State of Hawaii job orientation for Veterans, Veterans Affairs Volunteer Training and Educational Programs, coordinated with the University of Hawaii. There will be VolleyBall Courts, Basketball Courts, Gateball Courts and Mini-Golf Course. There is also future plans fora 50 room Veterans Home. Surrounded by two churches, University of Hawaii-Hilo, and Waiakea High school, all of which have endorsed the concept of the Combined Veterans Center in that location. This project is planned to be accomplished in three phases the cost estimates are by phase. We are requesting funds from the County of Hawaii to assist in the total costs for phase I & II. Please note that we intend to request funds for the construction of phase III from the Dept. Of Veterans Affairs. Incl. 4. Shows the Plot Plan, and Grounds Plan which includes the parking, Multi- purpose courts, picnic area, and vehicle maintenance garage. Incl. 5. Is the recommended Building Plan and Floor Plan which shows the allocation of square footage for each Agency in the building, a total of 14,400 sq. Ft.. We feel strongly that such a Combined Veterans Center in Hilo, Hawaii will be a great asset to the Milo Community. We have endorsements from all level of government, copies are at incl.. 6. COMBINED VETERANS CENTER Introduction: The Hawaii Island Veterans Memorial Inc. (I-IIVMI), a non-profit corporation established for all Veterans of the Armed Forces to undertake the establishment and construction of a Combined Veterans Center, VA Counseling Center, and Veterans home. It is submitting a request to the County of Hawaii for assistance in the amount of $500,000. This request is based on the Veterans needs for a permanent, centralized, and Combined Veterans Center for Counseling and Re-adjustmem and Primary Care for Medical Treatment, Recreation and Housing, especially for the Military Armed Forces Veterans of the County of Hawaii. HIVMI was formed on April 18, 1997 for the purpose of planning, building, and operating a Combined Veterans Center and Veterans Home in the County of Hawaii. HIVMI Board of Directors: The Board of Directors and Trustees consist of Thirty (30) Veterans Organizations which represent a broad spectrum of the Community. The Organizations include the American Legion, Veterans of Foreign Wars, Vietnam Veterans, 442nd Veterans, Go For Broke Assoc., Big Island Veterans Assoc., West Hawaii Veterans Council, AJA Veterans Council, Club 100 Hawaii Chapter, Big Island National Guard Retirees, Big Island Retired Military Assoc., Disabled American Veterans, Hawaii Veterans Assoc., Hawaii County Veterans Advisory Committee, Special Forces Assoc., Hilo Interpreters Club, Ka'u Veterans Assoc., Big Island Leathemecks, Sons and Daughters of AJA Veterans, Hawaii Island Women's Veterans Assoc., and the Korean War Veterans. Statement of Need: One of the major needs of the Veterans of Hawaii County is a permanent Center to address the Medical and Social requirements for all Veterans. According to the 1990 census data, the County of Hawaii's Veterans population of 13, 655. Figures from the Veterans Administration indicates a Veteran population of 14,440 as of July 1993. There are 11,190 War time Veterans and 3,250 Peace time Veterans. Of these there are 13,860 Male Veterans and 580 Female Veterans. With the increasing Military population of Hawaii County, there is a need for a permanent and centralized facility to accommodate all Veterans. At present, Armed Forces Veterans do not have a permanent location for Primary Care, Counseling and adjustment, and facility for Recreation and Alternative Housing. /.vG ~ . 3 co,~r.•~ sc( The HIVMI formed and organized to plan, build, and operate a Combined Veterans Center consisting of three phases. The first phase will consist of a Combined Veterans Center with a Primary Care facility. The second phase consists of Recreational facilities. The third phase consists of a 50 unit Veterans Home. Site Availability: HIVMI has submitted an application to lease a 7.25 acre parcel from the State of Hawaii Department of Land and Natural Resources. The parcel is centralized and located on the comer of Kapiolani and Kawili Street in Hilo, Hawaii. The parcel is surrounded by two churches, the University ofHawaii-Hilo, Waiakea High Schooi and rental units. Although the parcel is zoned RM-l, an application to the State of Hawaii Use Board must be submitted to reclassify the property from open to Urban. All utilities are available to the site. I support, in concept, a facility for veterans in Hilo similar to that which the State developed at Lihue, Kauai, and the Center being planned for Richardson Field at Pearl Harbor on Oahu. First of all, let me reiterate my support to maintain a collocated primary Care clinic (PCC) and Readjustment Counseling Service (RCS) clinic in Hilo. I have supported the collocation of these two Department of Veterans Affairs' activities because I believe that it is in the best interest of our Hilo veterans to . provide a "one stop" facility for treatment and services. As such, Z continue to support a consolidated veterans center in Hilo, which could house all veteran support services and organizations. However, I have been apprised that the specific site under consideration may have an adverse impact on mental health treatment for RCS clients. As such, I have contacted Dr. Al Aatres, Director of the Readjustment Counseling Service, to determine if these specific treatment concerns can be resolved to maintain collocation of the PCC and RCS.
