SUBJECT Background regarding a resolutton to transfer/appropnate $20,833 34 from the
FY 2000-01 designated fund account of the Boy's and Gul's Club of Hilo to
the Boy's and Girl's Club of Hawau
For your tnformation, a letter from Finance Dvector William T Takaba, dated Febniary 20, 2001,
transmitted an apphcatton from the Boy's and Gvl's Club of Hawau to admimster the SMART MOVES
program for which the Counctl appropnated $50,000 to the Boy's and Gvl's Club of Hilo for the 2000-0 l
fiscal year
As you wtll recall, the firianctal collapse of the Boy's and Girl's Club of Htlo last year, followed by the
dissolution of its board of dvectors, led to teimmation of the program, leaving a remaitung balance of
$20,833 45 Subsequently, the Boy's and Gvl's Club of Hawaii, based in Honolulu, assumed board
management of the Hilo Boy's and Gvl's Club and submitted the sole application in response to the
county's solicitation to provide the SMART MOVES program for the remainder of the 2000-01 fiscal

Upon receipt of tkus appltcatton, the Ftnance Department prepared a resolution to transfer funds in the
amount of $20,833 34 to the Boy's and Gul's Club of Hawau. In keeping with the grant review protocol
of the Human Services and Economic Development Committee, aone-page summary of the grant
application has been prepared by the Legislative Auditor's Office
The March 19, 2001 Specia] Meettng of the Human Services and Economic Development Committee
offers an opportunity for council members to hear a presentation from the new staff of the Boy's and
Girl's Club of Hawaii and consider then application to administer the SMART MOVES program with the
remaimng funds from the current fiscal year
Please note that consideration of this appltcatron and funding resolution is distinct from all nonprofit
applications for funding for the upcoming 2001-02 fiscal year Please feel free to contact me if you have

NOTES:
The amount of requested funding (S20,g33.34) represents an outstanding balance of the county's FY 2000-01
550,000 appropriation to the Boya and Girls Club of Hllo. In the wake of the financial difilculties of the Hllo
Boys & Girls Club and the dissolution of its board of directors last year, the Boys and Girls Club of Hawaii
located in Honolulu has assumed board management of the Hilo program. In keeping with the provisions of
Chapter 2, Article 25, Hawaii County Code, the Flnsnce Department issued a solicitation for nonprofit
organizations to provide services commensurate with the FY 2000-01 grant program for which the Council
appropriated 550,000 to the Boy's and Girl's Club of Hllo for the remainder of the current fiscal year. Only
one application was received, and has been subsequently referred to the Council along with a resolution
trsnsferring/appropriating S20,g3334 from Account 010-471-5471.64, Boys's and Girl's Club of Hilo to
Account 010-471-5472.15, Boy's and Girl's Club of Hawaii.
