Subject: Land Site for building a Veterans Affairs (VA) _ c~
Veterans Center in Hilo, Hi.
I am Robert Montague the Coordinator of the Ad Hoc Comm.
representing 29 Vet. Org. on the Big Island. The purpose of this
letter is to present you with the concept of a Central combined
Veterans Center which will have a multi purpose use.
We feel that a Central Veterans Center will provide a more
accessible facility for all Vets. By placing the Veterans affairs
Admin. Office for counseling and assistance, the Primary Care
Center that provides Medical treatment and assistance, and the
State Veterans Affairs office for coordinating Vets affairs, into
one location it provides a one stop shop Veterans Facility.
The purpose of the combined Vets. Center will be for the use of all
Veterans Organizations, VA Admin. Center, Primary Care Center for
treatment, Community Activities, such as Student Projects, Elderly
Coordinated Activities, State of Hawaii Job Orientation for
Veterans, VA Volunteer Training for Veterans, Youth Activities, 4
H Projects, ROTC Student Training, and serve as a Civil Defense
Disaster Shelter. This Veterans Center will be a definite asset to
the Hilo Community.
At incl. 1 Is the Proposed Location in the Hilo area. We feel the
area is excellent because, the land can be obtained from the State
of Hawaii Transportation Dept. as a Grant, or long term lease,
the funds for construction can be obtained through grants from
various Agencies such as State, Federal Government, the Weinberg
Foundation, and various Foundations on the Mainland. This will
reduce the cost of operation by the user/tenant considerable, as
much as 50$ for VA alone, they pay $7,000.00 per Month for the
present facility, by comparison they would pay Appro. $3,500.00 for
the same space and a new facility, in our Veterans Center.

At incl. 2 is the proposed floor plan for such a building and
facility. The Building has 13,600 sq. ft., 7,000 for the VA Admin,
Center and Primary Care Center, and 6,600 for the Local Veterans
Center, all the user space requirements in the VA specifications
booklet are provided for on the sample, we have added the office
for a receptionist and medical records, which was inadvertently
left off in the requirements. the waiting rooms have been combined
into one, to provide a dual purpose.
The Local Veterans Center is separate from the VA Admin. and PCC,
section of the Bldg. and is shown as that portion on the left of
the floor plan, this facillity will occupy appro. 6,600 sq. ft. and
provide space for Veterans Org. use, the State of Hawaii Veterans
Affairs office, an office for State Employment interviews, and
Veterans Job training.
We feel strongly that such a Veterans Facility will be a great
asset to the Hilo Community, it will provide that long awaited
services to the Veterans of the Big Island, and at the same time
generate a 50$ cost savings for V A Admin.
