Ross Sheldon Finance Committee 77-350 Ainananl St. Hawai'I County Council Kailua-Kona 96740 As a board member of the Hawal'i Island Humane Society, I am concerned about the timing of the performance evaluation, since Its successful completion is not expected until July, 2001. Unfortunately, the budgetary process will have already ended by that time. HIHS has had to supplement the county monies for the past two years, but wa wNl be unable to pick up the slack for the county In future years. The contrast must bs funded adequately in order for HIHS to administer an effective anlrml control program. The council does not have the luxury of welting for the completion of a performance evaluation before making budgetary deasions about the contract. The county has had ten years to perform a performance evaluation. Meanwhile, our costs continue to increase. The remainder of my comments relate to one issue: The performance evaluation paid for by the County CounGl Is only relevant as it pertains to the county contract. The Humane Society, as a private non-profit entity, is invdved In humsnltarian animal work beyond the scope of the contract. That humanRarlan work is the bushress of our agency only and should not be under scrutiny by the county. It Is for the Board of Directors and not the County Council to make polk:y dscfsions for HIHS. The staff of the Humane Society must answer to the Board, not to the council, for how the programs and policies (outside the animal control contract) are Implemented. With this in mind, here are the changes 1 would suggest: II. Scope of Service - C. Specifications 1. (a) should be titled Organisational Structl!re and Hierarchy as it P~ain~_ to Animal Contrroi Activities (words in italics added) 1. The wording is tar too vague and it identifies no specific areas of inquiry. Examples of possible bulleted Items are: • Evaluation of county animal control laws • Analysts of the animal control contract • County fiscal responslbillties -Adequacy of funding • Comparisons to other counties • Role of County Prosecutor's office • Rola of Hawai'I County Police Department • Role of Hawaii County Finance Department Or break this section down into 2 or 3 separate sections.
