Thank you for your memorandum dated February 24, 1997, accompanied by the Final Archaeological Inventory Survey Report of the 1,540-acre, Villages of Hokukano project site. As you are aware, the Planning Commission approved Use Permit No. 115, Special Management Area Use Permit Nos. 345 and 356 subject to, in part, the following language contained within conditions of approvals of the respective permits: "An archaeological mitigation and interpretation plan shall be prepared and submitted for approval by the Planning Director, in consultation with the Department of Land and Natural Resources -Historic Preservation Division and Hawaiian community organizations, prior to submitting plans for plan approval review. The Plan shall consist of three subplans; (1) an archaeological data recovery plan for the sites to undergo data recovery, (2) a detailed interim protection/preservation plan for the sites to undergo preservation, and (3) an interpretation plan which shall Comm. Bort :ick Page 2 March 7, 1997 include buffer zones, signage, and long-range preservation concerns which may be submitted at a later date. Approved mitigation measures shall be implemented prior to or in conjunction with any land alteration activity within the project area. The Plan shall also include a detailed map of known lava tube/cave systems located within the project site and mitigative measures to ensure that the golf course and related drainage systems do not impact these cave systems." The Hawaii County Council approved Change of Zone Ordinance Nos. 94-73 and 96-7 subject to, in part, similar conditions of approval which reads: "An archaeological mitigation and interpretation plan shall be prepared and submitted for approval by the Planning Director, in consultation with the Department of Land and Natural Resources-Historic Preservation Division and Hawaiian community organizations, prior to submitting plans for subdivision review. The Plan shall consist of three subplans; (1) an archaeological data recovery plan for the sites to undergo data recovery, (2) a detailed interim protection/preservation plan for the sites to undergo preservation, and (3) an interpretation plan which shall include buffer zones, signage and long-range preservation concerns which may be submitted at a later date. An archaeological data recovery plan, interim protection/ preservation plan and archaeological interpretation plan must still be submitted to this office for review and approval prior to or in conjunction with the approval of any land alteration activities within the 1,540-acre project site in accordance with the above-cited conditions of approval.
