On April 17, 1997, we conducted a site inspection in the azea of the proposed Komohana Street Extension alignment, Akolea Road and Wailuku River in the vicinity of Akolea Road as well as further west in Piihonua. In addition, we obtained from the Department of Public Works approximate costs for the construction of a bridge over Wailuku River as well as crossings over tributaries on lands on the Hamakua side of Wailuku River to Amauulu Road. We provide you with the following information. 1. A proposed 80-foot wide bridge over Wailuku River at the proposed Komohana Street Extension would be approximately 450 feet in length. Cost is estimated at $17 million including abutment and piers. 2. A proposed 80-foot wide bridge over Wailuku River in the vicinity of Akolea Road would be approximately 500 feet in length. If continuing Akolea Road alignment towazd Hamakua, a proposed 80-foot wide bridge over Waiau Stream between Wailuku River and Amauulu Road would be approximately 350 feet in length. Cost is estimated at $13 million including abutment and piers. In addition, from Wailuku River to Amauulu Road, there aze seven crossings which may be improved with culverts similar to the one on Komohana Street over Aleanio Stream. Estimated average cost for each crossing is $.5 million. (See enclosed Map) We also enclose a copy of a memorandum dated April 18, 1997 from Real Property Tax Division, providing 1997 assessed values for the land and/or building for properties affected by the proposed Komohana Street Extension alignment. Based on our site inspection of the proposed Komohana Street Extension alignment, Akolea Road and Wailuku River, information provided on approximate costs to construct a bridge over Wailuku River and assessed values for lands and/or buildings, we hereby reconsider the findings of the subject feasibility study. At this point in time, the approximate cost to construct a bridge over Wailuku River and possible acquisition of the affected properties at the Komohana Street Extension alignment would be at a lesser expense than to construct a bridge and other culvert improvements at the Akolea Road alignment. Therefore, we have determined that the proposed Komohana Street Extension alignment from its intersection with Waianuenue Avenue to and over Wailuku River and onto lands on the Hamakua side of Wailuku River be maintained as delineated on the General Plan Facilities Map and the City of Hilo Zone Map. Concurrently, we have determined that from along-range planning standpoint an alternate route be also maintained in the vicinity of Akolea Road, to and over Wailuku River and onto lands on the Hamakua side of Wailuku River.
