Dear Mr Arekaki,
About two weeks ago I met a woman who was very disturbed about what she witnessed at the VYaimea
Humane Safety Animal Shelter She told about the anansla gang without food and water for at least two days. She
told about how poor the oorrdrtioru wero at the shelter. Like the animab bsirq crowded and having to sit rn their own
feces About how the anmals had no opportunity to walk oubrde. About the bad taro they wero recemng. I realize
this "shelter' is just a makeshAt sub{tation used ea a drop-off point for these animals, but still it sounded bed
The next day them wero five or six of us who went to the shelter to sea what it wes we awld do to make
the anmals more comfoAabb. The hours of operation wero supposed to begin et 12 croon The facility personnel
didn't show up until 1.20 p m And, yea, the animals wero without water, without food and wero crowded in the small
IRtle cubides/pens 2 to 3 in each pen and walgng and lying in their own fears Thsro wes one animal oubide the
pens who was so fighterred and shaking and he looked totally emaaated and his bones wero beprnnrng to protrude
from Fxs rib age Ths rxns in the holding pens Icok so sad and starved and unloved. It was moro like seeing the
facility as an In-Humane Safety Ttis pidrrro was not the nght pcture Humane? No
Ammels ain't speak up and tell us what's not nght or how to make it nght tt's up to ua to see to their overall
well being Arnmals aro entities with sport, personality and emotions. What I saw was a lads of rasped for them and
symbdiwlly a lads of rospect for IRe The Hawaii leland Humane Safety is not wortcing~
What I'm asking of you and the County of Hawaii is to give these arxmals a fair shake I believe by doing
so, we'll be teaching some proper values to the next generation living on this beauldul island What's not working
a~n be axreded It's gang to take you and other members of the staff of the County of Hawaii to see to it that these
arnmala are taken care of - in a most healthy end loving manner. The expectations I have cf the county offlaals to
see that the taxes be used wisely and Meth only good irrtentiats towards the animals are

2 The Humane Saaety get with the ad of providing a much higher standard of operation
3 The faahty be open seven (7) days a week, so that the animals are tended to always
4 The personnel be peopb who have the proper aedentiela, degrees, licenses to aaro for the wellbeing of
the anmals, not dust 8omebodY who won the ooMrad from the County Government -that these
indmduals a~rMike the arumels enough to stand up for their nghts.
5 These animals not be put to death after 48 hours or even before their 48 hours are up
6 These anmals have protection from word, rain, a~ld, or sun and they receive proper axerdae and food
and water
7 These animals no longer receive abuse under the direction of the Humana Soaety
8 The Cruelty to Arnmel laws be upheld and enforced
9 To provide an edua~tional program, for elementary school-age children, tostenng proper acre, rospect
and love of animals
10 Sat up a free spay and neuter program
11 Set up a volunteer program that is allowed to work, as I behave the volunteers have bean there
12 Do an independent performance audd of Hawaii Island Humane Saaety, get to the bottom of the problem)
13 Oversee and properly manage the Hawaii )stand Humane Sodety.
14 Make and foNow through with plena to expand all the Humane Saaety fadlities to accomaiata the flrac of
animals on this island
