Please consider the following written testimony when discussing the
resolution to authorize a Performance Evaluation of the Hawal'I Island
Humane Sodaty (HIHS). As the vice president of the board of directors of
HIHS, I would like to express my posRion regarding this matter.
Given the expanded scope of the proposed performance evaluation, I now
believe that K Is In the best interest of both the County of Hawai'I and of the
Hawaii Island Humane Society to conduct such an evaluation. If the
perfom~ance evaluation examines the way in which the pdice department,
the department of finance and the prosecutor's office interact with HIHS, I
would hope that some constrictive suggestions will be made. Such an
evaluation should also give the county some unbiased recommendations as to
how the contract could be knproved. In addition, I expect the evaluation to
elaborate the ways M whk:h HIHS can improve the Implementation of the
animal contrd contract. And finally, I bNleve this evaluation will add one
more voice piling for the long overdue review and revision of animal control
laws.
The performance evaluation strikes me as a win-win proposition for both the
county and the Humane Society. I hope the County Counal wAl move forward
to make this performance evalwtbn a reality as soon as possible.
