A RESOLUTION TO AUTHORIZE AN INDEPENDENT EVALUATION OF THE
ANIMAL CONTROL PROGRAM OF THE COUNTY OF HAWAII ? R[CEIV® ti

My name is Catherine Kellam and I am a member of the Board of Directors of the
Hawau Island Humane Sociery I would like to compliment the Council members on this
ne~v resolution and Request for Proposals And the realization from the Council that a fair
evaluation would include the entire County's animal control program. I especially
appreciate the added provisions requiring an assessment of the overall adequacy of
funding for animal control services As well as an assessment of the suitability of
maintaining one contractor to serve the entire island
I strongly support adoption of this resolution As a new board member I welcome
an unbiased. independent and complete evaluation by a professional and creditable
organization I am anxious for the opportunity of receiving expert and technical
assessments in the areas of animal sheltering and animal control operations
I look forward to receiving recommendations for improvements so that as a Board
~+e .vi I I know where to target our energies and resources
I view the adoption of this resolution as a giant step forward m all parties working
together and finally acknowledging that an effective animal control program is a ~omt
effort For as I said when I testified before, "The only way we can work towards any
solution is to combine all of our efforts"
I strongly encourage every member of the Council to support this Resolution ,,LL
