RESOLUTION CREATING A PERSONNEL PROGRAM SPECIALIST POSITION
FOR THE DEPARTMENT OF CIVIL SERVICE
WHEREAS, the County's Equal Employment Opportunity and Affirmative Action Program
(EEO/AA) and the County's efforts for compliance with the Americans with Disabilities Act (ADA)
have been assigned to the Department of Civil Service, and
WHEREAS, by creating this Personnel Program Speaalist position, the Department of Civil
Service will plan and develop policies and programs to ensure compliance with applicable Federal,
State, and County laws and rules such as Title VII, Hawaii Fair Employment Practices Act, ADA, etc ,
and,
WHEREAS, the new Personnel Program Specialist position will serve as the principal advisor
and technical resource for the County departments and agencies on all matters pertaining to EEO/AA
and ADA, including the proper handling of all complaints and charges, and
WHEREAS, this position will serve as the County's EEO/AA administrator and the County's
lead personnel on ADA matters, and
WHEREAS, Article V, Section 5-1 3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions for which appropriations have been made by the counal "
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a Personnel Program Specialist, EM-03 position be created
BE IT FURTHER RESOLVED that there are sufficient funds available In the County of Hawal'I
Department of Civil Service, Regular Salaries and Wages account (010-151-5151 01-011)
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments
of Finance and Clvll Service
