met Two rounds of public workshops have been held in nearly each distract The additional time spent for public input has deferred the submittal to the Planning Commission by a year The scheduled submittal date is now May 1, 2001 The anticipated date to submit to the Council is July 2001 3 Work with the County Councl to adopt the comprehensive amendments to the Subdivision Code in the fiscal year Update The County Councl has deferred consideration of the Subdivision Code Before the Council resumes review of the Subdivision Code, the Planning Department intends to work on another draft of the Subdivision Code to address issues raised durang the General Ptan update (e g ,street standards) 4 Amend the department's Table of Organization to distingwsh the ministerial and planning functions in a manner that best serves the public Update The reorganization objective has not been met in that a revised Table of Organization has not been formally approved We are currently amending the Table of Organization to bolster West Hawau where the workload is increasing The present organization already distinguishes between administrative approvals by the Planning Director (e g , variances, subdivisions) and more discretionary approvals by the Planning Commission (e g ,use permits, SMA) We are actively filling vacanaes to restore the Department to full capaaty We have also budgeted for software, publications, and training to improve staff proficiency Improved public service should result from the staff reallocation to West Hawan, hinng to fill vacanaes, and staff development 5 Continue the administration and implementation of the Coastal Zone Management Program as required by State and Federal laws Update The Coastal Zone Management objective has been met The program has been actively administered and implemented throughout the 2000-01 fiscal year During the balance of the fiscal year and over the next fiscal year, the Coastal Zone Management Program will be used to inventory resources, study trends and impacts, and monitor indicators of change within the shoreline area and nearshore coastal waters In particular, efforts will be initiated to identify high-value natural and recreational resources, improve understanding of non-point source pollution, analyze adequacy of public shoreline access, and improve water quality monitoring programs Towards this end, we have recently applied for a CZM grant The Honorable Chairman James Y Arakaki, et al Page 3 March 27, 2001 6 Budd the Geographical Information System (GIS) to serve as an effective planrnng tool a Enhance General Plan Comprehensive Review, b Procure and incorporate parcel data layer, c Update land use inventory, and d Educate and provide access to staff Update The GIS obtedives have been partially met The General Plan review relied heavily on GIS An important development this past fiscal year was the negotiation and acgwsition of the parcel data layer The updating of the land use inventory and staff trairnng are important objectives that are ongoing and will receive focused attention dunng the balance of the fiscal year and throughout the next fiscal year 7 Continue the admirnstration of the Geothermal Asset Fund and the Geothermal Relocation Revolving Fund and propose changes in the purposes for which the funds can be used to benefit the commurnty Update The geothermal asset and revolving funds objectives have been met With the proposed expansion of the plant, the Department intends to continue the asset fund and propose modifications to the rules to faGlitate relocation 8 Develop a strategy to effect a digital record keeping and information retrieval system for the department Update The document management system objective has not been met An improved system is defirntely needed to optimize tradong, retrieval, and storage The challenge is finding a system that is cost-effective, efficient (no massive manpower regwrements), and reliable The development of an improved system will receive high priority dunng the balance of the fiscal year COASTAL ZONE MANAGEMENT 1 Process all SMA Permit applications in the regwred time limd as specified by law and the County's Rules and Regulations Update Objective met An improved document management system referred to in the previous paragraph will provide quantitative measures to instill legislative bills during the State Legislative session and provide testimonies as needed (January to May 2001) Update Ongoing 5 Attend all Marine and Coastal Zone Management Advisory Group (MACZMAG) meetings, which are normally held every other month Update Ongoing 6 As a public particapation measure, provide a written report to members of the MACZMAG of all SMA Permit applications and their status for discussion at the MACZMAG meetings Update Ongoing 7 Continue to advertise Planning Commission agenda and hearing notices for all SMA Permit applications as regwred by law Update Ongoing 8 Provide the Office of Planning with semi-annual reports within seven days after December 31, 2000 and June 30, 2001 Update Objective met for December and will be met for June 9 Continue to review Planning Commission and Planning Department Rules for compliance with enacted State laws and draft amendments to the rules for adoption Update The objective for updated rules has been met A staff member is assigned to monitor proposed and enacted State laws for their impact on County planning 10 Conduct ground level photographic survey of all parcels within the Urban areas by June 30, 2001 The photographs to the GIS parcel layer to faGlitate retrieval GEOTHERMAL ASSET FUND 1 Geothermal Asset Fund shall be administered in an efficent and responsible manner complying with all applicable
