Dear Mr Wood
In a phone conversation with Deputy Corporation Counsel, Scott Letthead on March 19,
2001, in an attempt to help us find closer to our concerns about your company and to lessen
the burden and responsibAity on the Corporation Counsel, he suggested we go to the State
Department of Commerce and Consumer Affairs with our concerns Since we welcome all
avenues available to us under the law to seek closure end be assured that no one rs trying to
whitewash or cover this up, we called the State Department of Commerce and Consumer
Affairs and they sent us a complaint form
In filling out that complaint, we came across a question that we have never toed and rt
suggested we do first The question was
"Have you contacted the company/individual to try and resolve your complaints If
you have not done so, please attempt to resolve your complaint with the
company/htdividual before you 51e this complaink^
Even though we have, many times, contacted you and even insisted that someone from your
company be present at any Police Commission meeting to address our concerns about your
investigations, that never happened However, we note that we have never directly asked
for you to refund the taxpayers money
With that end on behalf of the taxpayers of the County of Hawaii, we ask you to please
refund 55,963 19 for not fulfilling your obligations under the contract you had with the
County for investigations itHPC 97-29, (03 HMI 7-70957W) and HPC 97-30, (03 HMI 7-
70944W)~ We base our demand on the fact that you did not submit wmplete, detailed,
accurate and thorough investigations, as called for in pact B. SCOPE OF SERVICES of the
contract, to the Police Commission for their deterrmnaUOns to be based on We also ask
that you check other investigations that you performed under this contract and in good
