Subject Resolution 65-01
Affirmative Actiotl/EEO/ADA Position m Crvil Service

I am writing in support of Resolution 65-O1 As you know, the County is required to have an
Equal Employment Opportunity and Affirmative Action (EEO/AA) Program, and is also
required to comply with the Americans with Disabilities Act (ADA) In addition, Title VI of
the federal Civil Rights Act of 1964 and Title VII, the Hawaii Fatr Employment Practices Act
require monltonng and compliance To stay on top of these programs and ensure compliance
should be a full time lob
In recent years, these functions were assigned to different personnel in the Mayor's Office,
with minimal time being spent on these programs Quite honestly, the programs have not
received the time and attention necessary because of other demands on stafftlme Since these
are mandated programs, if we do not comply with these requirements, our various federal
grants are Ieopardized In addition, we are under court mandate to have an ADA Coordinator
I feel that It ]s prudent to assign these functions to the Department of Clvll Service, where the
compliance program can be developed and properly implemented It doesn't make sense to
have such vital, ongoing programs handled by appointed personnel that change with each
change ]n administration
I ask for your support to create a position in the Department of Civil Service to be responsible
for these programs and ensure that our many federal grants are not placed at risk
