Testimony before the Hawaii County Council
Relating to Department Of Environmental Management
March 30, 2001
First of all, we're here to help. Thank you for continuing to fund outreach education through
Recyde Hawal'i. Education is life-long and we do it daAy.
Right now we are.
• Preparing a preliminary feasibility study for rural recycling centers. We are writing
grants for education and market research for a demonstratbn site in lower Puna. The
conclusions will be provided by June. Illegal dumping can be addressed much more
easily when we give residents convenient options for their difficult trash.
• Wortcing with Rural Community Pssistance Corporation in organizing a working group
for public input to the Integrated Solid Waste Management Plan.
• Planning on continuing our work in rural communities. Last year we helped 3
communities plan and find resources for recycling in their areas. We expect to begin
again in September on this year-tong project for the US Department of Agriculture.
• Continuing to provide a 24/7 InfoLine for recycling and reuse. 961-2676 and 329-2886.
Given the difficulties of choosing priorities, we know.
• The budget is always tight.
• That it costs the County approximately $80/ton to landfill solid waste.
• That less than 30% of the cost of landfilling is raised through tipping fees. 70% is
subsidized through the general fund.
• At this time, the County pays $40/ton for cardboard, papers and cooking oil, $31.13/ton
for greenwaste, $22.50/ton for scrap metal, and $160/ton for glass.
The biggest problem for the community who wants to recycle is inconsistency of services.
The biggest problem hindering the private sector from providing more recycling
opportunities, is how the diversion grant funds are distributed. Would you be wilting to
guarantee the diversion grant money to private operators, instead of relmtwrsing them on
a quarterly basis It's very difficult to run a business without some assurance that there will
be income for effort
Today I'd like to present a good, better, and best plan for recycling and diversion. The
attached spreadsheet and narrative give an outline of the choices before you.
