Review and process position redesaiption reviews within five workdays of receipt. 85 requests received, all processed within five workdays. 2. Review and process reallocations for recruitment within 30 days of receipt. 71 requests receryed, all processed within 30 days. 3. Represent the Mayor in collective bargaining and complete negotiations for new collective bargaining agreements (Units Ol, 02, 03, 04, and 13) within time limits prescribed by law. Bargaining unit Ol negotiations completed; pending approval of cost items by the legislative bodies. Note: Parties went to impasse to the stage of preparing for a possible stnke. As a result, considerable amount of time was spent preparing for and assisting the corporation counsel with "essential worker" heanngs before the Hawaii Labor Relations Board. Bargaining units 02, 03, 04, and 13 negotiations resolved through interest arbitration; pending approval of cost items from legislative bodies. Bargaining unit 11 negotiations resolved through interest arbitration; pending approval of cost items by legislative bodies. Attended all pertinent meetings and negotiation session to provide COH input on issues. 4. Hear and take action on all Step 3 grievances within 60 days from receipt of the Step 3 appeal. 18 Step 3 gnevances receved and heard. Decisions and settlements were made on all gnevances within 60 days. 5. Develop and deliver contract interpretations, advisories, and procedures within 30 days from assignment. Answer all departmental inquiries relating to the administration and interpretation of all collective bargaining agreements and executive orders within 14 days from date of request if does not require inter~urisdictional action, 30 days if it does. As these requests are numerous, occur almost on a daily basis, and are made oroly more offer than not, no formal record keeping is maintained. However, no request was leff unanswered beyond the time parameters. 8. Provide background and other technical information required by the Corporation Counsel's Office for the arbitration of grievances within 14 days from the dale of request. Three requests were received for which the requested background/technical information was provided within one day. 9. Develop and sponsor pre-retirement workshop for County and State employees. Workshop was presented in September with over 200 County and State employees in attendance. 11. Develop and sponsor clerical seminar for County employees. Facilitate annual employee awards program. The annual empbyee awards program was held in October. Lieutenant Paul K. Ferreira from the Police Department was selected as Supervisor of the Year and June H. Luke, and account clerk from Parks and Recreation was selected as Employee of ttre Year. No nominees for Manager of the Year were received. 13. Publish monthly County newsletter. Newsletter continues to be published on a monthly basis. 14. Coordinate the placement of 15 CVE students within the County. Placement of 15 students was made in September. 15. Conduct agency audits on personnel files, temporary assignment records, etc. -0ne audit within each 45-day period. Audits conducted within the prescribe time parameter. Audited agencies: Office of Aging, Civil Defense, Fire, Mayor's Office, Public Works, and Research and Development. Audits revealed problems concerning medical records being filed in employees' personnel files, and failure to keep up with FLSA (Porn. Labor Standards Act) record keeping requirements. These were discussed with the audited agences. 16. Review and audit properly completed and submitted payroq cetlilteatlons forms wffhin 5 workdays of receipt. Review and act upon property completed and submitted Fle~dble Spending Plan change in status forms within two workdays of n3ceipt. Out of 141 properly compbted FSP change in status request roceived, only three took bnger than two workdays to procesr, these ttxee were processed in three workdays. Establish eligible Nsts as follows: Within 3'/, months for those recruitments requiring only a written examination or a training and experience evaluation (T8E). 48 out of 48 eligible lists established within time parameters. Within 4 months for those recruitments requiring a written examination and a trairnng and experience evaluation (T13.E). Two out of three eligible lists were established within time parameters. The request to establish a Police Sergeant/Detective lists was pushed back (out of the time parameters) because of other pressing assignments during the same period. Within 4'F. months for those recruitments requiring a written examination or a training and experience evaluation (T&E) and a performance test. Two out of two eligible lists were established within time parameters. 19. Certify (refer) names from available eligible lists to employing department v~nthin 5 workdays form receipt of the request for the list. 281 out of 281 requests were processed within time parameters. 20. Arrange for drug/alcohol tests in compliance with Federal DOT rules for CDL employees and the collective bargaining agreement and memorandum of agreement fordrug/alcohol testing for fire fighting employees. CDL employees: 65 drug tests and 20 breath alcohol tests performed. Fire fighting employees: 92 drug tests and 29 breath alcohol tests performed. All tests have been performed pursuant to and in compliance with (where applicable) Federal DOT rules and collective bargaining agreements.
