Dear Chairman Arakaki and Counctl Members
It is my pleasure to nominate the following individuals to the newly created Environmental
Management Commission
Counctl DlsO'ict 1 - Mack S Asato is a lifelong resident of Hawau Mr Asato is currently
employed by the County of Hawau, Department of Public Works, Highways Division, as a Road
Construction Maintenance Supervisor for the Hamakua District He is also a certifred paralegal
Mr Asato is a member of the Democretlc Pally and will serve a term to expire on
December 31, 2003
CouneN DNbict 2 - Hugh Y Ono is a lifelong resident of Hawau Mr Ono is currently
self-employed in the engineering management business He is a former engineering
administrator for the State Department of Transportation, State Highways Division, as well as a
former chief engineer for the County of Hawaii Mr Ono has been active in community service
with such organizations as the Hawau United Way, Japanese Chamber of Commerce Education
Committee, Hawaii Society of Professional Engineers and the National Council of Engineering
Examiners as its Chair Mr Ono states that he is not affiliated with any poltical party and will
serve a term to expire on December 31, 2005
Counctl District 3 - Samuel S Kawamura is a lifelong resident of Hawaii Mr Kawamura is a
retired drafting technician with the State Department of Transportation He also spent 30 years
with the National Guard and Anny Reserves and retired as a Lieutenant Colonel He currently
serves the community through the Warakea Lions Club and the Retired Senior Volunteer
Program Mr Kawamura states that he is not affiliated with any political party and will serve a
term to expire on December 31, 2001
CourtGl DMrkt 4 -Barbara Bell is a 21-year resident of Hawau Ms Bell has served with the
County of Hawaii, the State Legislature (budget analyst) and Recycle Hawaii She has served
the community through organzations such as Puna Speaks, Kapoho Community Association and
the Keaukaha Civic Club Ms Bell states that she is a member of the Green Party and will serve
a term to expire on December 31, 2003
CourtcN Dtstrkt 5 -Lou Ann K Jones is a lifelong resldent of Hawau Ms Jones is a
PTT/substitute teacher with the Department of Educabon and a former teacher at the UH-Hilo Na
Pua No'eau program She has served and still serves the community through organzations such
as the Native Hawauan Education Island Council, Na Kahu 'O Pahoa, County Puna Parks
Committee, Community Recycling and Shoreline Clean-up, BIHASA (surfing association),

Canrdl DNtrfct 6 -David K~mo Frankel is a lifelong resident of Hawau Mr Frankel is a
self~mployed consultant and attorney He has served with the Office of State Planning as a
planning and policy anatyst He also is a member of the Sierra Club, Hawau Chapter, the
Volcano Community Assoaation, Department of Health's Environmental Advisory Group and the
Volcano Charter School Interim Board of Directors Mr Frankel is a member of the Democretic
Party and wdl serve a term to expire on December 31, 2004
CouneN Dlsfrlct 7 - Peter E Martin is a three-year resident of Hawau Mr Martin is a former
avline pilot and a former researcher for Regcle Hawau He is active in the community and is the
current president for the Cd¢ens for Equitable and Responsible Government, vice president for
the Retired Officers Organizatan, and he is a member of the Kona Outdoor Circle's Pua
Committee Mr Martin also owns a waste processing company Mr Martin states that he is not
affiliated with any political party and wdl serve a term to expire on December 31, 2002
CouneN DlsMct 8 - Carolyn A lA~itcher is a 10-year resident of Hawau Ms Witcher is the owner
and office manager for Witcher Engineering, LLP She is a former Chairman for the
Pinetop-Lakeside Sanitary District and is a former member and board member for the Lakeside
Volunteer Fve Department Ms Witcher is a member of the Republican Party and wtll serve a
term to expire on December 31, 2002
Courrcll Dkhtct 9 - Rdey W Smdh is a lifelong resident of Hawau He currently is the Protect
Manager for Parker Ranch Mr Smith is a former Deputy Chief Engineer for the County of
Hawan Mr Smdh is actNe in the community and bebngs to organaations such as the North
Hawau Rotary Club, the South Kohala Traffic Safety Committee, the Kona-Kohala Chamber of
Commerce and the Waimea Community Assoaation Mr Smith states that he is not affiliated
with any political party and wdl serve a term to expire on December 31, 2004
