In 1993 we received a lease termination letter from W H Shipman because they planned
to revitalize Keaau Town Tlus was to include the demolition of all existing buildings
and the construction of new buildings At this time the only alternative to relocate our
business, was to purchase property in Shtpman Tndustnal Park, which we did
At thls ume as rood neighbors, we offered Shtpman our sentces m helping with the
detnulltton and clean up of the area to be revitalized
In I`)ys tvc pntchased property from W H Shtpman, Ltd . m Keaau Village We were
Informed by Shtpman that the Servtce Station we intended to build on this property
would have to confot~rt to the Plantation motif they required for the new Keaau Town
re; rtallzation protect Our new Statton was bmlt to Shtpman's regwrements, at
consldel able time, effort and cost which would never have been invested had we known

The keaau Town development never happened Instead another Servtce Statton with a
('om~emence Store and a new McDonalds was built
Shtpman now wants to build the Gateway Shopptng Center at the By-Pass location and
forget about their previous plans and those of us already involved and stand to be affected
by rt
Towing has been a big part of our business since 1980 In that span of time, we have first
hand experience w•tth a large number of traffic accidents occumng at the intersection of
Highways 1 1 and 130 This was due to the large volume of traffic dunng peak hours at
thls intersection We believe there is a good possibility of the same situation occumng at
the new mtersecnon However, tf the new shopping center was moved away from the
congested area of tratFc, we would be better able to support this protecr

The big question ~s why did Shipman scrap their plans for Keaau Village m favor of the
proposed Gateway locat~on~ Did their decision have anythu?g to do vnth the fact that
James McCully obtained approval from the County to build his shopping center on the
new Hdo bound by-pass m Keaau~ Perhaps if thus is the case, the County Council
Needs to question ~f granting approval to McCully was a good idea to begin with,
And if granting approval to Shipman will only compound the problem
We believe that W H Shipman, Ltd , as well as the County Council should research
thoroughly the effects of this project at the proposed locaGOn will have on the
community
