We would like to request that you place the following correspondence on the agenda for the March 21, 2001 council meeting in Kona On January 19, 2001, the Police Commission unan?mously voted ?n favor of holding public heanngs concem?ng the possible reh?r?ng of Wood 8t Tatt as their ?nvesttgators before the b?d process comes up in June of this year As you may recall, we have been pursu?ng th?s issue since 1998 with the Commission, because we strongly feel that Wood & Tait's investtgat?ons are incomplete and give improper information to the Police Commission Because we have received the support of the Commission, based on them looking ?nto our specific allegations, we also feel it ?s appropriate at this time, to request that the County Council cons?der looking at the fees that Wood & Tait charged for two ?nveshgat?ons that were done because of complaints that I brought to the Commission in 1997 (HPC 97-29 and HPC 97-30). Their fees totaled almost $6,000 that was shouldered by the taxpayers and we feel that the County is due a refund by this firm In August of 1998, I requested that the Finance Cornm?ttee tvestigate whether the taxpayers of the County of Hawaii were due a refund from the invest?gative firm of Wood & Ta?t Again, we made this request because we felt their ?nvestigat?ons were incomplete and gave improper information to the Police Commission which they based their decisions on The chair of that committee, Aaron Chung, took it upon himself to investigate our complaint Since the "interv?ews" that Councilman Chung conducted were not documented, but rather conducted by phone, we have no way of accessing any information on this matter Mr Chung's invest?gat?on was not documented and therefore there is nothing ?n the record that we can request to either verify or quash our susp?c?ons We have been ?nformed by the former Corporation Council to the Police Commission, that Mr Chung's invest?gat?on may not have been appropnate With that, we would request that the County Council pursue a proper invest?gat?on of Wood & Tait as it pertains to tax dollars paid out, not only in my two investtg~a~toto4 N and ,O~• 8Us Na SsL '!bi a~ ~ MA 21 2Q01 Hawau County Caa~l Jaouary25,2001 Page 2 leave the possible renewal of their contract to the Police Commission We fcel the pnor investigation by Councilman Chung was not adequate to address this very serious issue Sincerely, Tom~Rua3i. After the discussion in committee, if it is deemed necessary to propose a resolution or ordinance, then that should be forwarded to the whole council for consideratton. To discuss this matter at a full council meeting without a resolution or ordinance would be futile as no action can be taken.
