RE: Operating Budget Recommendations
1. Bill 38: This is to request that additional monies ($55,000) in Parks and Recreations'
R&M Account No. 010-500-5505.51-115 be earmarked for the conversion of a storage
room into a police substation at Waiakea Uka Gym.
2. Bill 38: I would like to request the administration include the following amendments to
the Clerk-Council's budget to purchase a van:
• Increase Clerk-Council Account No. O10-1O1-5101.10-449 Motor Vehicle
Equipment by $25,000
• Decrease Clerk-Council Account No. 010-101-5101.02-115 Misc Contract Svcs
(Audits) by $25,000
3. Bill 38: Further to the overall county operating budget, 1 would like to recommend the
Mayor insert a new SECTION 7 to read as follows:
"SECTION 7. The grant revenues set forth in SECTION 4-Account
Nos. 010-3301, 010-3302, 010-3304, and 010-3305 are expected to be derived by
the county from federal or state sources during Fiscal Year 2001-2002. These
grant revenues are hereby appropriated in the amounts set forth in SECTION 4 to
the programs identified therein; provided that disbursement is conditioned on
(1) receipt of a notification of grant award from the grantor, or receipt of
notification from the grantor that the grant award will be forthcoming and that
the County is authorized to incur costs pursuant to such grant award; (2) written
notice to the Council, attached to a copy of the notification from the grantor, and
(3) submittal to the Council of a final grant report (may be a copy of the final
report required by the grantor).
"Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-
13(b), Hawaii County Charter, the Mayor is hereby authorized to execute any I~~ .

documents to receive and expend the funds for the programs identif ed in
SECTION 4.
"Grant revenues derived during Fiscal Year 2001-2002 for programs that
are not included in SECTION 4 shall be subject to the adoption of a resolution by
the Council and the passage of a bill appropriating such funds."
The purpose of this new section is to (1) clearly authorize the application, acceptance and
appropriation of federal and state grant funds anticipated for the fiscal year; (2) condition
disbursement of funds on both the receipt of notification of a grant award and written
notice to the Council; (3) require the submittal to the Council of final grant reports or
performance outcomes of the grants; (4) authorize the mayor to execute any documents to
receive and expend the grant funds; and (5) provide that grant monies and programs not
appropriated in the budget shall be processed through adoption of a resolution and an
appropriations bill.
Now that the County's budget documents are program-oriented and performance-based,
any program and funding concerns should be addressed at the time of appropriation.
Council review of each grant can be accomplished individually at the end of the grant
period using the final report as the review mechanism. I believe this will be a more
effective way of obtaining information about the results of a state or federal program.
This et~ort should also provide an orderly review process tied to the appropriation of the
grant fainding., not to the acceptance of the funding, which is often too late for Council
input.
