RESOLUTION AUTHORIZING THE ACCEPTANCE OF A GIFT OF EIGHT LIFEPAK 500
AUTOMATIC ETERNAL DEFIBRILLATORS TO THE HAWAII COUNTY FIRE
DEPARTMENT -FROM DR. AND MRS. EARL BAKKEN.
WHEREAS, Dr. Earl Bakken and his wife, Doris Bakken, have donated eight Lifepak
500 Automatic Eternal Defibrillators (AEDs) manufactured by Physio-Control Corporation, to
the County of Hawaii, for use by County Fire Department personnel stationed at the Kawailani,
Honokaa, Waimea, North Kohala, Captain Cook, Keaau, Pahoa and Waiakea Fire Stations; and
WHEREAS, Dr. and Mrs. Bakken had previously donated seven AEDs that are currently
used by the Hawaii County Fire Department personnel stationed at the Waikoloa, Laupahoehoe,
Hawaiian Paradise Park, Pahala, Waiakea, Kaumana and Kaiulani Stations; and
WHEREAS, studies have shown that cardiopulmonary failure is a leading cause of
sudden death and prompt use of portable defibrillators can more than double the survival rate of
cardiac arrest victims; and
WHEREAS, a medicaUscientific statement issued by the American Heart Association and
endorsed by the Board of Trustees of the American College of Cardiology in 1997 stated that
"automatic external defibrillators that accurately analyze cardiac rhythms and, if appropriate,
advise/deliver an electric countershock are widely used by trained emergency personnel (EMT
paramedics and first responders, such as firefighters and police personnel)" and "have proved
accurate and effective and have become an essential link in the `chain of survival' as defined by
the American Heart Association"; and
WHEREAS, deployment of this portable technology throughout the Island of Hawaii
will greatly enhance the life-saving response capabilities of trained County personnel; and
WHEREAS, Dr. and Mrs. Bakken have made extraordinary contributions to the
establishment of the North Hawaii Community Hospital and Five Mountain Medical
Community to enhance the health and well-being of Hawaii County residents, and have richly
contributed to Hawai`i's strategic leadership and reputation as America's "health state"; and
WHEREAS, the value of this donation is approximately TWENTY-EIGHT THOUSAND
AND NO/100 DOLLARS ($28,000.00); and
WHEREAS, Article XIII, Section 13-12 of the Hawaii County Charter, provides that the
Council, on behalf of the County, may accept gifts of donations of money, securities or other
personal property or of real estate or any interest in real estate;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, in accordance with Article XIII, Section 13-12 of the Hawaii County Charter, the
County of Hawaii is authorized to accept the donation of eight Lifepak 500 Automatic External
Defibrillators, for disbursement to stations of the Hawaii County Fire Department, from Dr. Earl
Bakken and Doris Bakken.
BE IT FURTHER RESOLVED that a letter of appreciation be sent to Dr. Earl Bakken
and Doris Bakken at 68-1399 Maunalani Street, Kamuela, Hawaii 9673, extending the County
of Hawai`i's heartfelt gratitude and appreciation for their thoughtful and generous contribution to
the health and safety of the people of Hawaii County.
BE IT FURTHER RESOLVED that the County Clerk shall forward copies of this
resolution to (1) Dr. Earl Bakken and Doris Bakken; (2) Mayor Harry Kim; (3) Director of
Finance William Takaba; and (4) Fire Chief Edward Bumatay.
