EXECUTE AND SUBMIT THE 2001 ACTION PLAN AND ALL OTHER RELATED
DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR THE 2001 COMMUNITY DEVELOPMENT BLOCK GRANT AND
TO THE STATE'S HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF
HAWAII FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAMS.
WHEREAS, the County of Hawaii is a direct recipient of
federal Community Development Block Grant (CDBG) Small Cities
Program funds from the United States Department of Housing and
Urban Development (HUD); and
WHEREAS, it is required by HUD that, before the County of
Hawaii receives its 2001 CDBG allocation of $2,295,000, the
County submit its yearly Action Plan as required by the
Consolidated Plan; and
WHEREAS, the County is a State recipient of HOME Investment
Partnerships (HOME) program and has included its proposed 2001
projects for its $963,000 of HOME funds for informational
purposes; and
WHEREAS, the Action Plan is a yearly plan that includes the
actual projects and activities that will be carried out with the
County's 2001 CDBG and HOME funds; and
WHEREAS, the CDBG and HOME projects and activities must
meet the priorities and objectives as described in the
Consolidated Plan; and
WHEREAS, it is required by HUD that the County of Hawaii
submit certifications assuring conformance to related rules,
regulations and laws of the CDBG and HOME Programs; and
WHEREAS, a timely submission of the Action Plan for CDBG
and HOME funds, in accordance with appropriate federal
regulations, is necessary.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that the attached Action Plan is hereby adopted and
the Mayor of the County of Hawaii or, in his absence, the
Acting Mayor or authorized representative is hereby authorized
to execute and submit the 2001 Action Plan and all other related
documents and agreements necessary to process the CDBG and HOME
Programs to the United States Department of Housing and Urban
Development and State Housing and Community Development
Corporation of Hawaii.
BE IT FURTHER RESOLVED, that the County shall utilize the
CDBG and HOME funds in accordance with program rules and
regulations and comply with the program certifications attached
to the Action Plan.
BE IT FURTHER RESOLVED, that the Mayor or, in his absence,
the Acting Mayor or authorized representative is designated to
act as the representative of the County.
BE IT FURTHER RESOLVED, that a copy of this resolution be
transmitted to the Office of Housing and Community Development.

The executive summary of the County of Hawai'i's 2000 to
2004 Consolidated Plan (CP) provides a brief explanation of
the contents of the CP. For more details of each Part,
please refer to the appropriate sections of the CP.
The County of Hawai'i's CP provides background, direction,
and a plan for how the County intends to administer the U.S.
Department of Housing and Urban Development's (HUD)
Community Development Block Grant (CDBG) Program. The State
of Hawai'i's CP provides background, direction, and a plan
for how the State intends to administer HUD's Home
Investment Partnership (HOME), Emergency Shelter Grant
(ESG), and Housing Opportunities for Persons with AIDS
(HOPWA) programs to assist in meeting the housing needs of
Hawai'i's citizens.
The County of Hawaii, as a direct recipient of CDBG funds
is required to submit a CP for a five (5) year period, to
HUD before it can receive CDBG Program funds. On the other
hand the State of Hawaii is the recipient of the HOME, ESG
and HOPWA funds and is therefore, required to submit a CP to
HUD bef-ore it can receive these program funds. The County
is not .required to address these programs in its CP and will
defer these programs to the State of Hawai'i's CP.
The County of Hawai'i's CP will, therefore, describe the
County's housing and homeless needs, funding plans, proposed
CDBG projects and certify compliance as it relates to its
use of the CDBG Program funds.
The process to develop the CP includes: consultation with
government housing agencies; working group meetings with
public and private service providers; public hearings to
solicit input on housing and community development needs and
the draft priorities and objectives of the CP; and the
publication of notices in the newspaper of general
circulation to solicit public comments on the draft CP.

The largest categories of housing need are for units
affordable to households earning below 80~ of the County's
median family income (MFI). Based on the Housing Policy
Study 1997 Update, 4,210 housing units are needed by the
year 2004, approximately 1,660 (or 39~) of these units are
needed by households in this income group. This income

group also exhibits the highest incidence of housing
problems including cost burden, residing in substandard
units, and overcrowding.
There are also non-homeless special needs populations, which
are in need of affordable housing. These populations are
comprised of the elderly, frail elderly, persons with
disabilities, persons with alcohol or other drug addictions,
persons with AIDS, children in foster care, victims of
domestic violence and veterans.
In August 1999 (Market Trends Pacific Inc. conducted a point
in time count of homeless persons), there were 659 homeless
persons in the County of Hawaii. This figure cannot be
directly compared to the annual number of homeless
individuals served, since many people transition in and out
of homelessness throughout the year.
The Horrteless Needs Assessment Study indicated the following:
There were also 10,019 (7%) "hidden homeless" persons
(those who rely on public assistance or on their
relatives and friends) and 24,333 (17%) "at-risk
homeless" persons (those 3 or fewer paychecks away from
eviction) in the County of Hawaii.
E`rom 1998-1999, 1,640 unduplicated homeless persons received
shelter and/or services through the contracted service
providers of the State Homeless Programs Hranch in the
County of Hawaii. This number does not reflect those
homeless who did not receive shelter or service.
The most prominent unmet needs for the Homeless in the
County of Hawaii were: housing placement (-60%),
transportation (-48%), dental care (-42%), help getting a
job (-41%), and job training (-37%).
The State has also developed a continuum of care concept for
the homeless population. The concept ensures that a
homeless person can access needed housing and services as
he/she progress through the continuum of emergency housing,
transitional housing and finally to permanent housing.

The overall housing market is characterized by declining
sales price and advertised rental rates. The Housing Policy
Study 1997 Update indicates that housing conditions has
declined from 1992 to 1994. The Study also stated that the
percentage for housing crowding (1.01+ persons/room)
decreased from 1992 to 1997 from 18.7% to 7.9% and the

shelter to income ratios increased from 1992 to 1997. In
the County of Hawaii, 52% of the renters and 37% of the
owners, paid more than 30% of their income for shelter.

The County has one 5-unit homeless shelter in Hilo and one
17-unit shelter in Kawaihae. Currently there are no shelters
for single persons.

The Strategic Section of the CD outlines the five-year
County priorities for utilizing HUD's CDBG and HOME program
funds. The following priorities assists very low, low and
moderate-income households:

In addition to the County's Priorities, the State's CP also
addresses strategies for housing, homeless, special needs
populations, and persons with HIV/AIDS. Also included are
strategies to (1) removing barriers to affordable housing,
(2) evaluate and reduce lead-based paint, (3) reduce poverty
and (4) to provide for the continuum of care plan for the
homeless.

This section describes the standards and procedures the
County will use to monitor its funded projects. In summary,
the County monitors the project continuously throughout each
phase of the project. The County approves documents and
procedures prior to its execution. This is preferred to the
more traditional "on-site monitoring/audit" where the County
examines files and documents "after the fact."
During the construction phase of the project, the County
conducts on-site visits to verify progress and for
compliance with federal labor standards provisions.

Every year, the County requests project proposals for the
CDBG funds. The projects selected for funding are described
in the yearly action plan and includes the HUD required
forms and maps for each CDBG project.
The County also includes the HOME projects to be funded for
the year. The HOME project forms and maps are included for
informational purposes only. The State's CP includes the
required action plan for the HOME, ESG and HOPWA Programs.

ACTION PLAN
The following section describes the County's activities for the
program year, beginning July 1, 2001. The CP identifies the
resources and programs available within the County, method of
distributing the funds and program requirements for programs.
Additionally, the CP describes the activities to be undertaken
during the program year relating to: homeless and special needs,
affordable housing, removal of barriers to affordable housing,
evaluating and reducing lead-based paint, reducing the number of
poverty level families, developing institutional structures,
enhancing coordination between public and private housing and
social service agencies, and fostering public housing resident
initiatives.

projects are also included. A brief explanation of the
projects are as follows:

The County has been informed that the 2001 CDBG
allocation is $2,295,000. The County also anticipates
an additional $8,400.00 of program income from the
Exterior Rehabilitation Loan Program, for a total of
$2,303,400 of available CDBG monies.
To meet its consolidated plan priorities and
objectives, the following projects are included in the
2001 Action Plan.

The Public Safety Building Cell Block Detention project
is scheduled to open bids on March 29, 2001. The
County will utilize County funds to certify the
Construction Contract. The $500,000.00 of 2001 CDBG
funds will replace and/or reimburse County funds when
the CDBG funds are approved by HUD on July 1, 2001.
Based on the approved 2001 CDBG funds, the County
estimates that 100 or $1,803,400.00 of the 2001 CDBG
grant funds will benefit low and moderate income
persons in accordance with CDBG regulations.
The CDBG project amount for the Removal of
Architectural Barriers Americans With Disabilities
(ADA) Compliance m Various Facilities may change to
accommodate the actual amount of grant or program
income received or if there are any cancelled or
reprogramming of CDBG funds.

The State of Hawaii is required to submit its 2001
Action Plan to HUD for the 2001 HOME program. It is
anticipated that the State will continue to divide the
HOME funds among the three neighbor island countries.
The County of Hawaii anticipates that it will receive
approximately $963,000 for its 2001 HOME program. The
County does not anticipate receiving any program
income.
To prepare for the 2001 HOME program, the County
requested project proposals and will submit the
following projects to the State's Housing and Community
Development Corporation of Hawaii (HCDCH) for
approval.

The HOME project amounts for the County of Hawaii's
2001 Puukapu projects may change to accommodate the
actual amount of HOME funds received by the County, or
if the County receives unforeseen program income, or if
a HOME project is cancelled and funds are no longer
needed.

The County does not allocate funds based on geographic
areas. The CDBG and HOME funds are allocated through a
request for proposal process which rank and rate projects
for program eligibility, need and meeting the County
priorities and objectives.

In the County's 2001 Action Plan, the County is proposing
the following projects to address the Homeless and Persons
with Special needs.

1. ~'r:~nspsz~'tat~on services - Van Purchase (Kohala
Elderly)- The County plans to grant $45,000 of 2001
CDBG funds to the County's Coordinated Services for the
Elderly Program (CSE) to purchase one 15 passenger van.
The van will provide additional transportation services
to low income elderly individuals in the district of
North and South Kohala. Transportation services to
shopping centers, doctor appointments, etc... enable
the elderly to live independently.
2. - Solar Water Heating (Youth
Emergency Residential Shelter) - The County plans to
grant $100,000 of 2001 CDBG funds to the Salvation Army
Family Intervention Services, a non-profit agency to
furnish and install solar water heating systems to
three existing emergency shelter facilities for at risk
youths. The solar water heater system will provide
sufficient and efficient water for 430 youths per year.
3. Puukapu Senior Housing - Construction - The County
plans to grant $850,000 of 2001 HOME funds to the
Hawaii Island Community Development Corporation, a
Community Housing Development Organization (CHDO), to
develop rental units. This project will provide rental
housing for thirty-two (32) low- and very-low income
elderly families/tenants in in]aimea.

• The County will continue to participate with the DOH in
adopting and implementing the State's new Lead-Based
paint regulations.
• Distribute pamphlets to applicants of the Residential
Emergency Rehabilitation Program notifying them of
potential lead based hazards.

Workforce Investment Board (HCWIB), as the local area
grantee for the Workforce Investment Act (WIA) Program, is
envisioning an employment and training system in which there
will be a skilled, and productive workforce to support a
healthy economy in the County.
To ensure this, the local One-Stop Centers in Hilo and Kona
will provide services to approximately 5,600 customers. Of
these customers, approximately 1,120 will be enrolled and
provided services beyond core services. Approximately 480
will be provided intensive services, while 335 will be
entering training services.
Core services include self administered services, while
intensive services includes complete development of an
individual service strategy, and aptitude and skills
testing. Training services includes training programs in
which the customer gains skills to become more marketable.
D~v~lop ~nstitu~io~ta~ ~tructur~ The HCWIB has established
a consortium of local service providers to become part of a
One-Stop Center. The One-Stop Centers are situated in Hilo
and Kona, with a satellite office in Honokaa. The One-Stop
services focus on two main customer groups, the job seekers
and the: employers. For the job seekers, services such as
job opportunities, job training, education, elderly
services, housing, social services, etc., are offered.
The One:-Stop concept also includes a shared system of
resources in which all partners can utilize a universal data
collections system. Partners will be able to access shared
data to better coordinate services with their customers
needs.

programs and services to give that participant the
opportunity to seek the necessary resources to be able to
compete in the local job market.

COUNTY OF HAWAI I

complied with the following criteria:
• With respect to activities expected to be assisted with
CDBG funds, the Action Plan has been developed so as to
give the maximum feasible priority to activities that
will .benefit low- and moderate- income families or aid in
the prevention or elimination of slums or blight. The
plan :may also include CDBG-assisted activities that are
certified to be designed to meet other community
development needs having particular urgency because
existing conditions pose a serious and immediate threat
to the health or welfare of the community where other
financial resources are not available to meet such needs;
• The aggregate use of CDBG funds, including section 108
guaranteed loans, during a three year period, consisting
of three consecutive program years from 2000 to 2002,
shall principally benefit low- and moderate-income
families in a manner that ensures that at least 70
percent of the amount is expended for activities that
benefit such parsons during the designated period (see 24
CFR 570.3 for definition of "CDBG funds"); and
• The County of Hawaii will not attempt to recover any
capital costs of public improvements assisted with CDBG
funds, including Section 108 loan guaranteed funds, by
assessing any amount against properties owned and

occupied by persons of low~° and moderate-income,
including any fee charged or assessment made as a
condition of obtaining access to such public
improvements. However, if CDBG funds are used to pay the
proportion of a fee or assessment attributable to the
capital costs of public improvements (assisted in part
with :CDBG funds) financed from other revenue sources, an
assessment or charge may be made against the property
with respect to the public improvements financed by a
source other than CDBG funds. In addition, with respect
to properties owned and occupied by moderate-income (but
not low-income) families, an assessment or charge may be
made :against the property with respect to the public
improvements financed by a source other than CDBG funds
if the jurisdiction certifies that it lacks CDBG funds to
cover the assessment.
~~c~s~iv~ foze~. The County of Hawaii certifies that it has
adopted and is enforcing:
• A policy prohibiting the use of excessive force by law
enforcement agencies within its jurisdiction against any
individuals engaged in non-violent civil rights
demonstrations; and
• A policy of enforcing applicable State and local laws
against physically barring entrance to or exit from, a
facility or location that is the subject of such non-
violent civil rights demonstrations within its
jurisdiction.

administered in conformity with title VI of the Civil Rights

COMB~NTS
The County's Office of Housing and Community
Development (OHCD) published a public notice in both
the Hawaii Tribune Herald and West Hawaii Today to
announce the availability of the proposed 2001 Action
Plan.
The proposed 2001 Action Plan was available to the
public for review and comments for a thirty (30) day
period beginning from March 8 to April 6, 2001.
One verbal comment was received by the OHCD from the
U.~. Department of Housing and Urban Development (HUD).
HUD informed the County that the direct costs for
construction management, inspections and other eligible
direct costs should be a separate project. Therefore,
the County separated the direct costs for the planning
and administration project and made a separate project
description sheet for the direct costs.
